Purpose The range of official business that can be handled online has grown in the recent decade. In many cases, e-services are a must. At the same time, the economic impact and social importance of mobile technology have increased. Mobile devices are becoming more and more popular, and their applications diversify. It comes as no surprise that mobile users expect e-services and official information to be available through this channel. The purpose of this paper is to identify problems (difficulties) occurring when browsing websites of local government units (LGU) on mobile devices. Design/methodology/approach The comfort of website browsing depends mostly on the development technique, and the way content is published. Responsive websites are much easier to view on mobile devices than “static” ones. The study involves 400 websites of LGU in Poland. The websites were subjected to quantitative and qualitative analyses with selected techniques and computer tools. Findings The set of 400 websites contained 119 (29.75%) that were not responsive. It exhibited a substantial potential for the optimisation of websites for mobile devices. The study revealed the most common usability failures such as distorted images, “scattered icons”, partial responsiveness and bothersome messages in pop-ups. Originality/value The research identified the most widespread problems with the tested websites. The study yielded recommendations for local governments, which may be useful when managing content, upgrading the website or replacing it with a new one.

Exploring the Relation Between the Digital Divide and Government's Effort to Develop E-Participation

According to the digital divide theory, the provision of opportunities to broaden participation in political processes pose a challenge for governments worldwide. In this research, the authors analyze the relationship between the evolution governments' effort to develop citizen e-participation in public policy—measured through the UN's e-participation index—and that of national contexts variables identified by the digital divide theory at country level, using panel data for 178 countries over the period 2008-2016. The results confirm the strong and positive connection between EPI and economic development and technological infrastructure of the countries, ageing population associated to higher life standards, as well as a negative impact of rurality, gender, and political freedom and democracy result not influential, as well as education. Some practical implications derive from the findings, contributing to explain performance differences across different national settings and identifying current inequalities that still require public action to bridge the divide.

Resumen -El presente artículo expone la situación actual del gobierno electrónico desde un punto de vista meramente tecnológico, en función del grado de implementación de la tecnología en beneficio de los ciudadanos. No obstante este es un tema amplio que puede ser analizado desde distintas perspectivas y si bien no es el objetivo del artículo realizar una evaluación enfocada a lo social, cultural y político, tampoco nuestro enfoque puede estar completamente aislado de estas cuestiones no menores, que influyen en el momento de tomar decisiones de construir o no, determinada solución tecnológica. En este artículo se plantearan las bases del gobierno electrónico, la evolución histórica y las fases de implementación, para finalmente presentar la situación actual basada en un relevamiento recientemente realizado que dejará en evidencia que aún queda mucho por hacer en materia de gobierno electrónico.Palabras Clave -Gobierno Electrónico, e-government, tecnología, dispositivos móviles, sitios web, sitios web móviles, diseño adaptativo, responsive design.
