Managing system obsolescence via multicriteria decision making

Abstract: Obsolescence occurs when system elements become outdated, and it leads to operational, logistical, reliability, and cost implications. In the U.S. military, this problem is a result of the U.S. Department of Defense's (DoD) departure from Military Specification (MILSPEC) standards in 1994 and transition to the use of Commercial Off the Shelf products. Obsolescence costs the DoD more than $750 million annually. The current risk management tools for obsolescence are based on a quantitative approach that uses cos… Show more

“…Using this logic, we are able to include a large number of relevant documents within this review that may have otherwise been missed, enabling a more comprehensive assessment of SBD. We refer to this set of documents as Group B from this point forward 1,66–122 . We provide the complete listing for all Group B documents in Table 2.…”

“…Decision-making is a structured approach used to guide decision-makers to determine the best solution among different conflicting decisions by considering various sets of criteria at the same time (Deng and Jiang, 2018). Therefore, strategic decision-making is complex, particularly when several tangible and intangible criteria are considered simultaneously to select the best alternative (Adetunji et al, 2018). MCDM is an important branch of the modern decision theory, industrial engineering, and management systems which has many applications in various sciences (Guo and Zhao, 2017).…”

“…The European Journal of Social Sciences published the study [12] also focusing on TOPSIS and WSA method applications in terms of the multi-criteria decision analysis of economic activity for the EU states and candidate countries assessed by these two techniques. In this view, the system managed through decision-making is analyzed in the research work [13], where the authors introduce expert-opinion criteria to the methodology of managing system obsolescence applying multi-criteria decisionmaking, specifically the TOPSIS method and Monte Carlo simulations are suggested as a background for the article. The particular case study conducted in their research work was elaborated with a participation of military and civilian experts.…”
