Managing governance complexity and knowledge networks in transparency initiatives: the case of police open data

Abstract: Public organisations are often described as being subject to types of complexity that result from the interorganisational structure of governance networks. Transparency programmes add another level of complexity due to increased information openness. However, neither the nature of this complexity nor the network management approaches needed for transparency programmes has been conceptually developed. To address this gap, this article brings together governance complexity theory and knowledge management theory.… Show more

“…The results show that transparent government policies strengthen the link between macroeconomic stability and financial market development in the long-run only. Although transparency is a strong instrument for good governance, civic engagement, fiscal sustainability, and facilitates a hospitable environment for entrepreneurs through greater access to financial resources (Sumanjeet, 2015), the complexity in transparency policies such as budget constraints, task complexity, and legal-normative constraints (Ingrams, 2017) make them difficult to be adjusted with the stable macroeconomic environment in the short-run. Thus, the combined effect of macroeconomic stability and transparent government policies on financial market development is evident in the long-run.…”

“…Laihonen and Mäntylä (2018), for example, posit that local governments need to have systematic knowledge management frameworks. Additionally, institutional, environmental and task complexities have been reported to hinder knowledge management within the government sector (Ingrams, 2017).…”

“…Different disciplines investigate the potential success and problems of OGD, and investigate the most efficient manner of implementation (Charalabidis et al, 2016; Matheus & Janssen, 2019). An important part of the recent literature has addressed the ability of OGD to respond to high expectations (Ingrams, 2017; Jetzek, 2016; Magalhaes & Roseira, 2020; Zuiderwijk et al, 2019). Overall, the analysis of both public policies and scholarship reveals a level of ambiguity and a lack of consensus regarding the very concept of OGD and its utility (Zuiderwijk & Hinnant, 2019).…”
