Climate-induced floods are increasing in Africa. The need to evolve framework for adaptation to climate change impact (CCI) among flood-prone fish farmers necessitated this study. Based on availability, 60 farming active flood-experienced fish farmers were purposively selected from flood-prone (Gulu and Kibuku) regions in climate hotspot Uganda. These were assessed for CCI adaptation tendencies in their socioeconomics and farming operation/techniques (FOI) indices, CCI awareness, CCI adaptation strategies, and perceived required interventions (RIs) using structured questionnaire. Data were analyzed through descriptive and multivariate regression tools. Respondents were mostly male, adults, educated, Christian, married, medium-sized family, social group members, 1–5 years’ experience, medium-sized farms, and government trained. Income was 1.0–6.0 million Ugx/year. In FOI, semi-intensive culture system, use of rainwater plus groundwater, small-sized (< 0.5 ha) ponds, ponds possession of inlets and outlets, seasonal farming and mixed culture/farming dominated. Most respondents were aware of CCI, while erratic rainfall with floods and prolonged drought mostly impacted farming. AS-Adaptation Strategy were changed stocking time and livelihood diversification. Communication technology and social group’s membership enhanced adaptation, while inadequate awareness constrains adaptation. Respondents’ RI(s) were tree planting, irrigation and pond perimeter trenching. Gender, government training, farm size, water sources and presence of inlet and outlets in ponds (FOI) predicted adaptation (R = 0.802, R2 = 0.64, P < 0.05). Some socioeconomic, technical and awareness indices could assist CCI flexibility. However, the statistically significant predictors of adaptation, identified adaptive strategies, constraints to adaptation and required interventions could be integrated into a framework for effective CCI adaptation for sustainable fish farming in flood-prone scenarios.

Agriculture sector, being the dominant user of fresh water (70%) is highly vulnerable to climate change in Pakistan. Increase in frequency of floods and drought, rising temperatures and changes in rainfall pattern across the country during the recent years are clear indicators of changing climate. Climate change has serious repercussions for national food security as farmers have limited knowledge and technologies for mitigating the adverse effects of climate change on crop productivity. This situation is expected to decrease yield of major food crops. There exists dire need to make an intensive analysis of situation to identify existing knowledge and technology gaps and suggest doable measures for multiple stake holders like policy makers, scientists and farmers accordingly. This review paper covers the impact of climate change on agriculture and presents strategies to adapt to climate change. Strategies at policy/government level include increased funds for research, improvement of national capacity building (training of trainers) and development of a localized smart early warning system for climate change related events. Key research areas being identified to address vulnerability include development of innovative water use efficient technologies, zone specific agronomic research, applied root research, organic farming to increase soil resilience and research on ground water recharge and quality using simulation models. Farmers shall be sensitized about the issue of climate change through education and every effort shall be made to make proper use of existing farm resources and technologies to live with the changing climate so that national food security is not compromised.

Climate change brings about changes of precipitation pattern, and consequently management of flood and drought risk and water resources becomes an urgent subject. Changes in local hydrological regimes affect the available water resources, which require modification of agricultural water management (AWM). These changes inevitably influence food production, poverty conditions and social stability. On the other hand, to mitigate climate change, the energy used for water use should be reduced.With this context, AWM is drawn into the climate change issue. The International Commission on Irrigation and Drainage (ICID) released its Vision 2030, for better and wiser AWM aimed at a society free of poverty and hunger.In this paper, the challenges of climate change issues for the ICID community are reviewed as the current subjects of AWM in the light of ICID Vision 2030 and the Action Plan for it. In its processes, the complexity of the climate change issue and the uncertainty of impact assessment and future projection are confirmed. Even with these constraints, immediate actions are needed, and with increasing available information, society should formulate a system for the co-design or co-production of stakeholders at different levels against the changing climate. RÉSUMÉLes changements climatiques entraînent une modification du régime des précipitations et, par conséquent, la gestion des risques d'inondation et de sécheresse et des ressources en eau devient un sujet urgent. Les changements de régime hydrologique local affectent les ressources en eau disponibles, ce qui nécessite la modification de la gestion de l'eau en agriculture (AWM). Ces changements influencent sûrement la production alimentaire, la pauvreté et la stabilité sociale. D'autre part, pour atténuer le changement climatique, il faut réduire l'énergie utilisée pour la consommation d'eau.Dans ce contexte, la gestion de l'eau agricole s'inscrit dans la problématique du changement climatique. La Commission internationale de l'irrigation et du drainage (CIID) a publié la Vision 2030 de la CIID, pour une AWM meilleure et sage visant à une société libérée de la pauvreté et de la faim.Dans cet article, les défis de la communauté CIID en matière de changement climatique sont passés en revue en tant que sujets actuels de l'AWM à la lumière de la Vision 2030 de la CIID et de son Plan d'action. Dans ses processus, la complexité de la question du changement climatique et l'incertitude de l'évaluation de l'impact et de la projection future sont confirmées. Même avec ces contraintes, des actions immédiates sont nécessaires et, avec le nombre croissant d'informations disponibles, la société devrait formuler le système de co-conception ou de co-production des acteurs à différents niveaux contre le changement climatique.
