The enactment of the Village Law marks the beginning of the rural development transformation through Village Owned Enterprise (VOE) implementation. In Indonesia, 45,549 VOEs have been established in 83,931 villages. VOEs are developed with a social business model to provide economic and social benefits to the community. Unfortunately, VOEs demonstrating satisfying performance in Indonesia have not reached 600. This research focused on discovering significant factors influencing VOEs’ ability to accomplish their best economic and social performance and proposed a success pattern that other VOEs could adapt to their natural and human assets. This study adopted a qualitative mono-method with 24 sources, varying from village government officers, directors and personnel of VOEs, academicians, and other parties, focusing on exploring three VOEs with accomplishments. The findings uncovered six propositions that must be fulfilled for VOEs to attain the necessary success concerning social and economic performance. These results suggested that the village government’s commitment, the VOEs’ management professionalism, and the village community’s involvement must cooperate to produce a balanced social and economic performance. This discovery also suggested VOEs to reflect and reproduce local knowledge trough take an advantage of their distinctive natural and human resources.

Penelitian ini berangkat dari fenomena nyaringnya kegiatan mendaki gunung yaitu sejak tayangnya film 5cm di tahun 2012 yang mengambil latar tempat di gunug Semeru Malang Jawa Timur, yangmana semenjak tahun tersebutlah banyak dari kalangan masyarakat mulai berminat akan hobi ini. Salah satu komunitas yang berdiri semenjak boomingnya film tersebut adalah Komunitas Pendaki Gunung Bandung. Komunitas yang didirikan oleh Deni Christanto dan M. Eka Sujana pada tahun 2014 merupakan komunitas yang berdiri atas dasar kecintaan akan hobi yang sama dan menjadi wadah bagi para pendaki gunung untuk saling bertukar informasi. Meski pendaki dikenal sebagai sosok yang memiliki solidaritas yang tinggi, namun silih bergantinya anggota pada komunitas menjadi tantangan tersendiri bagi KPGB. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan jenis data kualitatif. Data dikumpulkan melalui observasi, wawancara mendalam pada pengurus dan anggota Komunitas Pendaki Gunung Bandung, dan dokumentasi. Selain itu penelitian ini juga dilengkapi dengan data lain seperti referensi buku-buku yang relevan dengan tema penelitian untuk mendukung data-data lapangan. Hasil penelitian ini menunjukkan bahwa pola interaksi Komunitas Pendaki Gunung Bandung dalam meningkatkan perilaku solidaritas ditunjukkan dengan adanya sikap saling peduli, tolong menolong, gotong royong. Sikap tersebut biasanya terjadi pada saat anggota cukup intens bertemu dan berkomunikasi. Selain itu adanya acara pendakian bersamapun terut memberikan kesan secara personal diantara anggota sehingga menimbulkan rasa solidaritas. Adapun hambatan solidaritas dari kpgb adalah adanya konflik pribadi yang terbawa hingga komunitas hingga menyebabkan retaknya rasa kepercayaan anggota pada komunitas.

Social forestry-based conservation through eco-tourism in the village forest of Talaga Paca, North Halmahera Regency

Talaga Paca used to be a community resettlement village of an isolated indigenous community o hongana ma nyawa or Tugutil in North Halmahera Regency, North Maluku Province. In 2019, the Ministry of Environment and Forestry gave approval for the management of a forest area of 865 ha for 35 years in the scheme of village forest to the Talaga Paca Village as part of the social forestry program. Through a wide and strong collaboration between parties, the community is committed to develop ecotourism to improve the community welfare and the conservation of nature. The exploration of biodiversity and ecotourism potential was carried out. There are 36 species of birds identified, some of which are endemic and protected birds. Lake tour, jungle tracking, bird watching, and caving are some ecotourism attractions in the Talaga Paca ecotourism. A total of 30 people of Talaga Paca responded very positive to the social forestry and ecotourism programs in relation with the community empowerment and conservation using the Likert scale. Currently, the people of Talaga Paca have begun to receive the economic benefits of the presence of tourists, and they have a willingness to conserve the nature voluntarily.
