The article is devoted to the study of economic and legal aspects of digitalization as one of the priorities of the strategic development of the capital cities of the Ural macroregion. The relevance of the topic is due to the penetration into all spheres of life of the processes of formation of a postindustrial economy that are un-thinkable without digital technologies, currently unfolding in the Urals, generating new, previously unexplored trends in the transformation of urban economic systems. The methodological basis of the research is based on the theoretical positions of the innovation economy, strategic management, regional and spatial economics. The evaluation of the transformation processes of strategic guidelines for the development of cities, taking place due to the development of digital technologies, has been carried out using a combination of methods: logical, dialectical, cause-and-effect, content analysis, calculation of statistical indicators, etc. As a result of the study, barriers to managing digitalization processes were identified, prospects for the development of strategic planning in the area of setting priorities for scientific, technical and innovative development of cities were identified and recommendations for improving regulatory documents of the Russian Federation regulating forecasting and strategic planning were formulated. The article may be useful to university students, graduate students, research scientists, professionals involved in the development (actualization) of strategies for the socio-economic development of territories, state and municipal employees, as well as other interested parties.

Implementation mechanisms of strategies of socio-economic territorial development: methodological approach

The article analyzes strategic planning and management in Russia. At present the latter can be characterized as lacking a unified methodological approach to devising strategies of territorial socioeconomic development, including mechanisms of strategy implementation. Conceptually this study relies on the theory of strategic management, regional and spatial economics, on dialectical, cause-and-effect, and other methods. An overview of approaches to strategies in Russian and international studies is provided. The article also describes the long-term challenges faced by Russian economy at the turn of the millennium and the goals of national development. The main stages of strategic planning are outlined as well as the current state of strategic planning and management. It is shown that strategic planning and management are crucial for the development of territories on all levels (municipal, regional and national). A special emphasis is placed on the case of Ekaterinburg and other large Russian cities and the possibilities of using their experience in other territories. Some recommendations are formulated as to the ways and means of creating mechanisms for implementation of socio-development strategies. The resulting algorithm is shown to be optimal for building strategy implementation mechanisms, which makes this study both theoretically and practically relevant.

The paper discusses problems of strategic planning and management in the Russian Federation, primarily the lack of comprehensive methodological approaches to strategic planning in regions and cities, especially to selecting priorities of their socioeconomic development. The conceptual framework of this research is based on strategic management theory and theories of regional and spatial economics. The paper also reviews Russian and international approaches to the concept of strategy and to strategic planning and management in general. The author analyses the key strategic planning documents of million-plus Russian cities, such as Perm, Novosibirsk, Ekaterinburg, Kazan, and others. These cities are a major driving force behind the country's economic development. In the paper, they are divided into three groups depending on the time period of their strategies. The conclusion is made that the optimal choice of priorities and adequate control over the implementation of these strategies are crucial for their success. In other words, it is necessary to improve the currently existing mechanisms of strategic planning and management to ensure more efficient development of urban territories. Moreover, most strategies focus only on those processes and phenomena that fall within the jurisdiction of local authorities although it would be much more effective to involve all groups of stakeholders and facilitate their cooperation in achieving common goals of the city's development.
