The results of a nationwide survey of state and local agencies conducted in 2020 are summarized to understand priorities for improving transportation emergency management (EM) and resilience. Questions on EM activities, policies, and operations were answered by 190 respondents from across the country. In addition to comparing responses across transportation, EM, and other organizations (law enforcement, public works, health, environmental services, etc.), differences are analyzed based on agency size, location, experience, and hazard exposure. Respondents were also asked to prioritize EM activities for additional funding. Capabilities such as Emergency Planning, Traffic Control, Response Teams, and Situational Awareness emerge as priority areas. Approximately 60 percent of transportation agencies report updates of EM plans within the last 5 years compared to 70 percent of EM and 38 percent among other agencies. Four general linear models (GLMs) are developed and tested to determine the attributes of respondents who support improvements in (1) planning, (2) communications, (3) collaboration, and (4) transformation of agencies. An evaluative framework for measuring and managing resilience is developed and tested based on the responses. The analysis reveals diverse EM experiences, capabilities, and priorities, providing insight into future directions for sustaining and improving transportation resilience.

Purpose This paper discusses a multifaceted approach to developing specific and general climate resilience in a state transportation system that focuses on organizations and physical infrastructure. The paper focuses on resilience building to the dynamically evolving climate-related threats and extreme events in a transportation agency. This paper aims to enable agencies to understand better how their systems are exposed to different hazards and provide the information necessary for prioritizing their assets and systems for resilience improvement. Design/methodology/approach This paper leverages long-term climate hazard databases, spatial and statistical analyses and nonprobabilistic approaches for specific and general climate resilience improvement. Spatial and temporal variability assessments were conducted on granular historical records of exposure obtained from Spatial Hazards Events and Losses Database for the United States data set to identify emerging hot spots of exposure. These were then assessed in combination with various asset specific vulnerability parameters, presented with examples of pavements and bridges. Specific metrics were obtained for the various aspects of vulnerability in the context of a given asset to estimate the overall vulnerability. A criticality-vulnerability matrix was then developed to provide a prioritization model for transportation systems. Findings This paper provides insights into the evolving nature of exposure, vulnerability and risk assessments and an approach to systematically account for climate change and the uncertainties associated with it in resilience planning. The Multi-Hazards Exposure, Vulnerability and Risk Assessment tool presented in this paper conducts climate hazard exposure, vulnerability and risk analysis on pavements, bridges and culverts and can be applied by any transportation agency. Research limitations/implications This study does not address operational aspects of the transportation system nor include future climate scenario data, but uses the historical records available at hand for resilience planning. With better climate projection data available in the future, the approach should be enhanced by leveraging scenario-based planning. Practical implications This paper is of potential value to practitioners and researchers interested in developing resilience building capabilities to manage the effects of climate-related hazards and extreme events as well as unknown threats on infrastructure and organizational performance. Originality/value This paper bridges an important gap in infrastructure resilience approaches by systematically accounting for the dynamic nature of climate change and the system level context of vulnerability beyond the physical condition of assets.

Flooding is a historical and intensifying challenge to transportation infrastructure and system performance and the interconnected systems it supports. Resilience programs attempt to meet the challenges flooding poses by adapting the infrastructure to withstand environmental pressures and preserve function during and after disasters. Current adaptation practices, however, often take the form of hard protective measures, implemented exclusively on transportation assets with little coordination between organizations. As a result, projects can be overly expensive, offer incomplete protection, and result in catastrophic failures across multiple infrastructure systems, such as in the aftermath of Hurricane Katrina in New Orleans. To build adaptive capabilities effectively, this study recognized the interdependencies among multiple infrastructure systems at the system-, organizational-, and project levels of planning. At the system level, adaptations addressing hazard-based threats to infrastructure systems—such as stormwater and transportation—strengthened infrastructure against cascading failures and improve efficiency in adapting interdependent infrastructure networks. At an organization level, teams that self-reorganized to fit project needs were found to respond more effectively to change and overcame difficulties in implementing adaptations. At a project level, anticipating and addressing causal relationships between the environment and infrastructure were found to improve the reliability of adaptations against catastrophic failure. The effective practices presented came from Malaysia, Sweden, Poland, and other countries around the world. Implementation of these complementary practices, together with asset-based adaptations as needed, can build adaptive capabilities by addressing the interdependencies between infrastructure planning at multiple levels.
