The present paper deals with the issue of newspaper subsidies in a framework of endogenous quality provision. We compare monopoly and duopoly cases in a vertically differentiated model. For monopolies we show that a per-copy subsidy reduces quality. Conversely, in duopolies in the vertically differentiated model, we show that a state subsidy might increase the quality of the low-quality newspaper and decrease the quality of the high-quality newspaper.

Mondragon Unibertsitateko irakasleak eta Hezikom ikerketa-taldeko kideakEuskarazko zortzi tokiko komunikabide badaude euskal Pirinioen eremuan (Nafarroa iparraldea eta Nafarroa Beherea eta Zuberoa hegoaldea). Mahai gainean jarri da zortzien edukien agregatzaile izango litzatekeen plataforma digital bat sortzeko proposamena. Ikerketa honetan aztertu nahi izan da zein litzatekeen komunikabide bakoitzaren jarrera horrelako ideia bati begira. Horretarako, sakoneko elkarrizketak egin dira komunikabide bakoitzeko arduradunekin eta eztabaida-talde bat komunikabide bakoitzeko langileak elkartuz. Halaber, Euskal Herrian garatu diren antzeko beste kasuen azterketa egin da. Agertu den kezka nagusia da, ekonomikoaz gain, horrelako proiektu batek lan-karga handiagoa eskatuko duela, eta oraingo egoeran ez daukatela baliabiderik horretarako. Ez daukate denek iritzi bera partekatu beharreko edukiei buruz, ez eta eremu geografikoaren naturaltasunari buruz ere. Creating a digital platform in the Basque Pyrenees: situation, concerns and opportunitiesThis paper describes local media in the Basque language in the area of the Basque Pyrenees (northern Navarre, Basse Navarre and southern Soule) and the options for creating a digital platform that would work as a content aggregator. The research has been focused on the attitude of each local media towards this hypothetical platform. In-depth interviews have been conducted with each media group director and a focus group with professionals from all the media involved. In addition, a case study of similar digital platforms in the Basque Country has been undertaken. The main concern of the people involved is, apart from economic issues, that the project would increase their workload which is already stretched. Different opinions have emerged regarding the content to be shared and along what lines to designate geographical boundaries. However, the project is considered to be worthwhile as a means of bringing cohesion to the area in support of the Basque language.

In many ways, perhaps a bigger problem than the nature of the questions being asked has been the extent to which the ownership proceedings have not been guided by a consistent set of questions.…”

This innovative series examines the wider social, political, economic and technological changes arising from the globalization of the media and communications industries and assesses their impact on matters of business practice, regulation and policy. Considering media convergence, industry concentration, and new communications practices, the series makes reference to the paradigmatic shift from a system based on national decisionmaking and the traditions of public service in broadcast and telecommunications delivery to one that is demarcated by commercialization, privatization and monopolization. Bearing in mind this shift, and based on a multidisciplinary approach, the series tackles three key questions: To what extent do new media developments require changes in regulatory philosophy and objectives? To what extent do new technologies and changing media consumption require changes in business practices and models? And to what extent does privatization alter the creative freedom and public accountability of media enterprises?
