Natural hazards are complex phenomena that can occur independently, simultaneously, or in a series as cascading events. For any particular region, numerous single hazard maps may not necessarily provide all information regarding impending hazards to the stakeholders for preparedness and planning. A multi-hazard map furnishes composite illustration of the natural hazards of varying magnitude, frequency, and spatial distribution. Thus, multi-hazard risk assessment is performed to depict the holistic natural hazards scenario of any particular region. To the best of the authors’ knowledge, multi-hazard risk assessments are rarely conducted in Nepal although multiple natural hazards strike the country almost every year. In this study, floods, landslides, earthquakes, and urban fire hazards are used to assess multi-hazard risk in Kathmandu Valley, Nepal, using the Analytical Hierarchy Process (AHP), which is then integrated with the Geographical Information System (GIS). First, flood, landslide, earthquake, and urban fire hazard assessments are performed individually and then superimposed to obtain multi-hazard risk. Multi-hazard risk assessment of Kathmandu Valley is performed by pair-wise comparison of the four natural hazards. The sum of observations concludes that densely populated areas, old settlements, and the central valley have high to very high level of multi-hazard risk.

La evaluación integral del riesgo de desastres proporciona información sobre los potenciales efectos adversos que podrían condicionar los procesos de la ciudad, debido a la interacción y contribución de sus componentes en el desarrollo de escenarios de peligrosidad y vulnerabilidad. Analizando las amenazas más relevantes del entorno urbano, identificando las vulnerabilidades de los elementos críticos para el desarrollo de la ciudad y la exposición de los elementos a las amenazas, este estudio se enfoca en la comprensión y evaluación holística del riesgo de desastres de la ciudad de Azogues en Ecuador, con el fin de proporcionar información al gobierno local, a las instituciones y a la población. Se trata de orientar para la toma de decisiones en la planificación urbana y la gestión del riesgo de desastres durante todas sus etapas. Para ello se aplicó una metodología semicuantitativa basada en el Método de Análisis de Decisión Multi-criterio y, dentro de éste, el método “Analytic Hierarchy Process”. También se utilizó el enfoque heurístico y los Sistemas de Información Geográfica y sus herramientas. En los resultados se determinó que algunos elementos relacionados a los sectores salud, educación y suministro presentan ciertas vulnerabilidades, aunque éstas no están asociadas a la exposición a las amenazas. Con relación a las amenazas más relevantes, aproximadamente el 7% y el 33% del área total de estudio presentan niveles altos de peligrosidad a deslizamientos e incendios forestales. Finalmente, se estableció que los factores más importantes que inciden sobre los deslizamientos son los aspectos geológicos y la pendiente del terreno; y en los incendios forestales la cobertura del suelo (vegetación) y la radiación.

Technological hazards induced by natural hazards have a significant impact on human life and economy. Their power exceeds the impact of the natural hazards that caused them. However, most of the multi-hazard risk maps failed to incorporate technological hazards when mapping multi hazard risk. To address this problem, we established a hybrid multi-hazard risk assessment methodology that calculates the risk caused by natural and technological hazards in a three-step process. First, the possible natural and technological hazards in a given region are identified by hazard-forming environment analysis and hazard source investigation respectively. A scenario simulation is adopted to analyze the intensity and impact scope of these hazards. Second, the triggered relationships among natural and technological hazards are analyzed by a hazard matrix. Then, the radar graph is adopted to calculate the multi-hazard intensity under the coupling effect of all possible hazards in this region. Third, the multi-hazard risk is calculated by aggregating land use data and multi-hazard intensity together. This methodology was applied in Huairou Science City (HSC), Beijing. The result shows that the joint action of earthquake and liquid ammonia leakage is the main reason for the high risk in the central area of HSC. The methodology developed in this study can clearly show the different impacts of each hazard on a given region under the action of hazard coupling, and the calculated results can better reflect the actual disaster situation.
