Citizen engagement can build responsive local governance, usually through gaining increased government attention and responsiveness to issues that might have been previously ignored. The potential of citizen assembly will contribute to concrete development gains, through demands for more responsive local government action. It can strengthen local governance accountability and responsiveness to citizen-led initiatives. Citizen assembly led to other forms of institutionalized practices that in turn strengthen the possibilities of further citizen engagement which citizen has the creation of new institutional mechanisms whereby citizen voice can be expressed to government institutions.

The main objective of this study is to propose guidelines for the development of the administration of local government organizations using digital technology, such as the use of social media in the administration. It will be used in the case of promoting public participation in public policy formulation. The information on the features needed to develop operating systems on social media applications would be collected and then trialed. At the same time, data was collected from the experiments. Then, the received information is made into a user manual. The study found that the municipality could use social media to enhance the communication efficiency between municipalities with the public at an efficiency level. At the effectiveness level, people were satisfied with using social media to raise complaints and recommend municipalities. Meanwhile, municipalities can obtain adequate information to use in making operational decisions in comparison with regular operations. And at the impact level, it was found that the municipality could encourage people to participate in the administration of local administrative organizations and support municipalities begin to take new approaches in response to the needs of the people even better.

The debate on the potential of the internet to transform democratic practice appears to have settled around a balanced, empirically driven consensus that sees the internet as a political sphere of influence. This article acknowledges this and drawing upon a network ethnography approach provides empirical evidence demonstrating how this online sphere was used to influence the recent Manchester Congestion Charge referendum in the UK. It illustrates the online sphere as a locally contested political space where ‘politics as usual’ appears to prevail. Nonetheless, it also provides evidence of civic activists ably using the online network to get their voices heard and argues that prospects for this online sphere enhancing local democracy are in fact contingent upon the agency of these activists and local policy makers.
