Local capacity, innovative entrepreneurial places and global connections: an overview

Abstract: The globalisation trend of the past few decades, driven to a large extent by the proliferation of GVCs, has led to a set of significant changes in patterns of technology upgrading and new modes of interaction between domestic technology efforts and external sources of technological knowledge. Whether this new dynamic will lead to continuing increase in the economic importance of emerging economies will ultimately depend on whether their productivity growth will be driven by technology upgrading, requiring acti… Show more

“…Technology absorptive capacity is the comprehensive ability of the industrial chain to carry out technological learning, cooperation and transformation, the stronger the technology absorptive capacity, the more conducive to the advantages of technological spillovers and re-innovation, which is conducive to improving the resilience of the industrial chain (Chatzistamoulou et al, 2022;Palekiene O et.al.,2015). High levels of services through nearneighborhood or short-distance intermediate products, as well as high-quality financial services help to improve industry chain resilience (Liu et al 2021;Lee et al 2021;Palekiene O et.al.,2015).…”

“…Isso reflete a condição historicamente determinada das empresas de economias emergentes e de renda média, bem como seu processo tardio de industrialização, associada a baixas oportunidades de aprendizagem para acumular capacidade tecnológica (Bell, 2009;Mathews, 2002) e a falhas recorrentes de políticas públicas (Bell, 2009;Bell & Pavitt, 1993, 1995K. “…Third, important advantages may be associated to the localization of R&D FDIs in emerging economies characterized by strong mission-oriented structural policies, as it is particularly the case of Asian countries. In these contexts, the creation of knowledge sourcing opportunities is largely the result of conscious industrial and innovation policy efforts undertaken by local governments aimed at technology upgrading in GVCs (Lebdioui et al, 2021;Lee et al, 2021). This has been documented particularly in the case of China (Bruche, 2009;Haour & Jolly, 2014;Liu & Chen, 2005, 2012Liu et al, 2011) and India (Awate et al, 2015;Jha et al, 2018;Kumaraswamy et al, 2012;Lema et al, 2015;Prabhu & Jain, 2015).…”
