National or supranational consultations on general policy questions are unusual phenomena. Nevertheless, they seem to play an important role in the political life of the community either because they might be considered as rudimentary forms of deliberative practices or because they are important strategic tools in the hands of political actors. Given this salience of consultations from both normativedeliberative and descriptive-strategic perspectives, it is surprising that academic analyses of national consultations are scarce. This paper tries to fill this gap in the literature by focusing on one of the most wellknown examples of nation-wide consultations, the series of national consultations in Hungary. It aims to present why national consultations gradually lost their deliberative character and how they have been transformed into a strategic instrument for mobilising supporters.

In recent years, an increasing number of scholars and politicians have called for institutionalising deliberative citizen participation within Parliaments. The Parliament of the German-speaking Community of Belgium has paved the way in this direction by institutionalising a permanent deliberative citizen assembly that is directly linked to the parliamentary process. It consists in a permanent Citizens’ Council drawn by lot, which can initiate Citizens’ Assemblies, also drawn by lot, whose mission is to deliberate and formulate recommendations on the subject that the Citizens’ Council had submitted to them. At the end of the deliberations, the recommendations are discussed in a joint committee between the members of the Citizens’ Assembly, elected representatives and the minister in charge. The latter two then need to indicate whether and how the recommendations will be implemented by parliamentary or governmental measures—with rejections requiring specific justification. This article analyses how such a far-reaching process of citizen participation and deliberation became introduced at the core of the parliamentary institution and what are its features.

As a response to the perceived legitimacy crisis that threatens modern democracies, local government has increasingly become a laboratory for democratic renewal and citizen participation. This article studies whether and why local party chapters support democratic innovations fostering more citizen participation. More specifically, we analyse the relative weight of ideas, interests and institutions in explaining their support for citizen-centred democracy. Based on the Belgian Local Chairs Survey in 2018 (albeit restricting our analysis to Flanders), the central finding is that ideas matter more than interests and institutions. Ideology is alive and kicking with regard to democratic innovation, with socialist and ecologist parties and populist parties being most supportive of participatory arrangements. By contrast, interests and institutions play, at this stage, a minor role in explaining support for participatory innovations.
