This study aims to analyze the implementation of Komnas HAM's authority in resolving cases of human rights violations associated with the rule of law. To describe law enforcement efforts to resolve cases of human rights violations in the future to provide legal certainty. The polemic of resolving past gross human rights violations continues to be delayed. The regime in power since the reformation has not been able to solve it because of technical juridical problems and has a special nuance, making it difficult to hold a human rights court for perpetrators in a fair and impartial manner. This research uses a normative juridical research method using written data in statutory regulations (library research) using books, journals and articles as sources. The results of this study first show that Law No. 39 of 1999 concerning Human Rights, Komnas HAM, was given 4 powers, namely: investigation, counseling, mediation and assessment. In terms of the authority to investigate, Komnas HAM is given full authority by the Human Rights Act, but this is still lacking if Komnas HAM is not given the authority to investigate at once because after conducting an investigation of human rights violations, usually, these cases will disappear without news and clarity. While the authority in mediation and counseling is appropriate as a form of prevention so that human rights violations do not occur, in carrying out its duties, Komnas HAM should not be intervened by anyone considering its position as an independent state institution.

This research aimed at analyzing: 1) what are the indicators of women resistance, 2) how was women resistance illustrated in the movie, 3) why did Richard LaGravanese bring the issues of women resistance in the movie. The type of this study is qualitative. The data collection technique that be used by the researcher is documentation method. The data obtained are in the form of dialogues, pictures, and explanations of situations found in movie and transcript which show data showing forms of women's resistance to men domination and racial discrimination contained in the movie. The results show that the indicators of women resistance, namely: 1) fight for equality; 2) dare to make decisions; 3) can convey without hesitation their experience, which is also valuable; 4) can express an opinion and stick to it; 5) dare to take their rights and opportunities. There are five data that illustrate how the women resistance toward the domination and discrimination they receive. Last, this movie is interesting about how women can resist dominations and discriminations which can inspire many other women out there to have the courage to make decisions, to have determination, to have the courage to resist inequality.

Paralegals have an important role in providing legal assistance to people who do not have high legal awareness. This research focuses on the efforts of paralegals in building legal awareness and empowering community law in the Work Area of the 'Aisyiyah Branch Manager, Sambikerep District, Surabaya. This research is empirical legal research, namely the application of legal norms in legal practice in society with participatory efforts through the Asset Based Community Development (ABCD) method. The results of research on the role of paralegals in society. The results of the study confirm that the role of paralegals in building community legal awareness in the working area of the head of the 'Aisyiyah branch, Sambikerep District, Surabaya is carried out by paralegal training with the main focus, namely basic knowledge of law and human rights, so as to be able to make solutions and/or strategies in resolving cases cases dealing with the law as well as skills in conducting advocacy related to the application of legal norms. Furthermore, the role of paralegals and efforts to empower community law in the work area of the leadership of the 'Aisyiyah branch, Sambikerep District, Surabaya Participatory orientation to make PCA Sambikerep Members that is oriented as ghost lawyers whose hope is that Sambikerep PCA Members can consciously, actively, and critically fight for their legal rights at the same time can fight for their legal rights through various efforts and available space..
