“…Third, if overlaps remain unmanaged, the potential negative consequences are more likely to turn into reality. As research on inter-organizational relations suggests, RIOs can draw on a large toolkit of coping mechanisms to manage their relationships, such as cooperation, coordination and division of labour (Biermann and Koops, 2017;Panke and Stapel, forthcoming). The OVREG database provides crucial independent variables (overlap types as well as raw data on shared member states and identical policy competencies), which might influence when and why RIOs select particular coping mechanisms.…”

“…Combining the previous steps of analysis on the design, membership and values of individual ROs and the behavior of their bureaucracies, we proceed to looking at how these factors influence and are influenced by the RO-RO relations. The analysis of relations between international/regional organizations is still an emerging research field (Biermann & Koops 2017b); the proposed approaches have rarely been applied to Eurasian ROs (Biermann 2017). Practically, the relations between ROs are exercised primarily by their bureaucracies (which, in the Eurasian case, due to the widespread overlap of ROs are also closely intertwined -there have been cases of the same institution functioning on behalf of two ROs like the Economic Court of the CIS on behalf of the Eurasian Economic Community before 2010).…”

“…Beyond considerations of efficiency and autonomy, few authors have so far explored legitimacy considerations behindand implications ofglobal-regional peacekeeping cooperation (Biermann 2017). Most of these works assume that joint initiatives combine the relative legitimacy advantages of both sides.…”
