Overlapping regionalism around the world: Introducing the overlapping regionalism dataset

Diana Panke,
Sören Stapel

Abstract: Regional cooperation often leads to the establishment of regional international organizations (RIOs). Due to the increasing number of RIOs, their growing membership size and their broadening policy scope, RIOs frequently overlap with each other with regard to membership and mandate. Overlaps may lead to conflicts amongst affected organizations and potentially limit the prospects for regional prosperity and peace. Although overlapping regionalism has become ubiquitous in many regions, we do not systematically k… Show more

“…Their focus is on regional organizations, for which the dataset gathers information at the regional organization dyad level. The authors are able to document instances of overlap in membership and competencies simultaneously (Panke and Stapel 2023b). For this article, the authors extended ROCO's temporal coverage to 2020 and made available information on instruments of cooperation (Inter-organizational Cooperation Agreements dataset -IOCA).…”

“…Such variations of overlap between ROs rather represent Type II MLG. In practice, however, most ROs operate in and are integrated into a network of ROs with which they share crisscrossing and nested memberships and mandates, again resembling Type II MLG (Panke and Stapel, 2023a). These overlaps bring about potential negative externalities that hamper the effectiveness of regional governance, such as waste of material resources and non-compliance (Hofmann, 2011;.…”
