Regional peripheralisation has been repeatedly described as a process resulting in the combination of regional structural and social disadvantage. In theory, peripheries are characterised by the interdependence of these two types of disadvantage. Few studies have examined this interdependence in rural peripheries across several countries. In this study, we operationalise rural peripherality combining poor opportunity structures that constrain the social and economic opportunities of the local population, and increased concentrations of social disadvantage and decreased quality of life. Comparing Czech and eastern German regions, we uncovered intercorrelated spatial patterns of low education, poor employment quality, deficient labour market opportunity and accessibility to medical, educational and other services, which together represent key aspects of rural peripherality from the perspective of disadvantage. Although there is a clear coincidence of structural and social disadvantage in rural peripheries, neither increased levels of poverty nor long‐term unemployment are typical of these areas.

This paper introduces and discusses regional opportunity structures as a concept for analysing the interlinkages between structural conditions in space, social inequalities, and people’s agency, with a focus on non-metropolitan areas. The concept adds value in the following ways: (1) it emphasises the regional scale as an important spatial context of access to opportunities; (2) it accounts for the complexity of the regional context, which provides a plethora of opportunities; (3) it recognises the interdependencies of regional effects and other drivers of inequality; and (4) it takes the regional level seriously as a background of the agency of a region's inhabitants.

Zusammenfassung Vor dem Hintergrund des strukturellen Wandels im freiwilligen Engagement untersucht der vorliegende Beitrag die Beteiligung in drei unterschiedlichen Engagementformen: im administrativen Engagement (formal organisiert und im Rahmen von Leitungs- und Wahlfunktionen), im klassischen Hands-On-Engagement (formal organisiert und praktisch unterstützend) und in den neueren Formen des Engagements (informell organisiert). Die Beteiligung in den drei Engagementformen wird für kreisfreie Städte, städtische Kreise, ländliche Kreise und dünn besiedelte ländliche Kreise analysiert. Außerdem wird untersucht, inwiefern sich Ungleichheiten in Hinblick auf die regionsspezifische Beteiligung in den Engagementformen je nach Geschlecht, Alter oder Bildung zeigen. Mit Hilfe des Deutschen Freiwilligensurveys (FWS) 2019 lässt sich feststellen, dass Hands-On-Engagement in allen regionalen Kontexten am weitesten verbreitet ist. Administratives Engagement wird vor allem in ländlichen Regionen seltener von jungen Menschen oder von Menschen, die keine hohe Bildung aufweisen, ausgeübt. Neue Formen des Engagements werden häufiger in kreisfreien Städten als in anderen regionalen Kontexten ausgeübt; hier engagieren sich alle gesellschaftlichen Gruppen zu ähnlichen Anteilen. Auch wenn die traditionellen Formen des Engagements dominieren, zeigen die Ergebnisse, dass andere Formen ebenfalls bedeutsam sind. Eine stärkere Förderung der neueren Engagementformen vor allem in ländlichen Räumen scheint wichtig, um die Teilhabemöglichkeit aller Bevölkerungsgruppen zu fördern.
