The Sistema de Evaluación de Impacto Ambiental (Environmental Impact Assessment System—SEIA) evaluates all projects potentially harmful to human health and the environment in Chile. Since its establishment, many projects approved by the SEIA have been contested by organized communities, especially in the energy sector. The question guiding our research is whether socio-environmental conflicts affect the evaluation times and the approval rates of projects under assessment. Using a novel database comprising all energy projects assessed by the SEIA, we analyzed 380 energy projects that entered the SEIA review process between 2012 and 2017 and matched these projects with protest events. Using linear and logit regression, we find no association between the occurrence of protests aimed at specific projects and the probability of project approval. We do, however, find that projects associated with the occurrence of protest events experience significantly longer review times. To assess the robustness of this finding, we compare two run-of-river plants proposed in Mapuche territory in Chile’s La Araucanía region. We discuss the broader implications of these findings for sustainable environmental decision making.

La dinámica social moderna ha generado riesgos y peligros, situación que se visibiliza en confl ictos socioambientales que emergen en distintos contextos socioespaciales, representando las tensiones existent es entre intereses contrapuestos. Una de las dimensiones sociales relevada por la literatura para gobernar los riesgos que genera la confl ictividad socioambiental es la confi anza, variable que modelos y diseños de intervención han tomado poco en cuenta. A partir de una investigación exploratoria integrada se levantó información a través de 6 grupos de discusión y 15 entrevistas semiestructuradas para analizar la confi anza, con el objetivo de evidenciar su incidencia en las relaciones entre actores sociales e instituciones públicas y privadas en los confl ictos Termoeléctrica Castilla e Hidroeléctrica Hidroaysén en Chile. Los resultados destacan que Competencia-Habilidad y Consistencia del Comportamiento (variables objetivas), así como Benevolencia, Integridad, Sentido de Justicia y Cumplimiento de los Compromisos (variables subjetivas), explican las relaciones, tensiones y salidas en los confl ictos analizados.

This article aims to present the so-called Regulation Regimes Approach (ERR by its acronym in Spanish) which, developed on the basis of a sociology of regulation, provides conceptual tools that would allow a deep and novel analysis of the problems that Latin America is experiencing in the field of social regulation, especially in the socio-environmental dimension. For this purpose, an epistemic movement is proposed in two moments with the intention of opening risks domains little explored by Latin American social sciences in the path of environmental sociology. The use of the notion of “concentric societies” is advocated, which provides a distinctive component of risk for Latin America. The conclusions suggest that the ERR could become a fruitful sociological work model for the study of risks, specifically in those that go beyond the control of institutions, projecting as regulatory capacities of social institutions to define, manage and control risks.
