The innovative way of enterprise development depends on many issues in the framework of legislation, financing, infrastructure, human resources, technological base, information, and other areas. The current study analyzes the factors that determine the manifestations of labor opportunism and its forms based on functional and resource approaches, taking into account institutional and economic constraints among workers in the energy industry. The results of a sociological study on the forms of opportunistic behavior at the enterprises of the energy industry are presented. The results of the study indicate that labor opportunism is one of the significant factors that block the innovative development of an enterprise. It has a major impact on labor relations as long as one of the conditions for the emergence of opportunism is a conflict of interests between the employee and the employer. It occurs when the interests of one economic agent run counter to the interests of another. This is proved by the results of assessing the influence of various factors on the opportunism level of employees of energy enterprises and is based on correlation and regression analysis. In the framework of this study, labor opportunism is understood as a form of selfish behavior of an employee pursuing personal gain as a response to a conflict of interests between economic agents in the course of labor activity. The conclusions reached suggest that labor opportunism should be considered as a blocking factor when designing the innovative development of an industrial enterprise. Measures aimed at overcoming labor opportunism, building trust in the team and raising the level of innovation in enterprises are proposed.

Abstrak Penelitian ini bertujuan menganalisis pengetahuan ekonomi membentuk kepribadian produktif mahasiswa Magister Pendidikan Ekonomi FKIP dengan target luaran: a) Mahasiswa memiliki wawasan untuk membuka usaha sendiri; b) Rencana Pembelajaran Mingguan literasi ekonomi; dan c) Bahan Ajar tentang literasi ekonomi. Pendekatan dalam penelitian ini adalah analisis deskriptif kualitatif. Tehnik pengumpulan data dengan komunikasi langsung dan observasi terhadap sumber data sebanyak 25 orang. Hasil penelitian menunjukkan Literasi Ekonomi rata rata sebesar 54,25% (pengertian produksi 92%, kegiatan ekonomi 82%, fungsi produksi 81%, faktor faktor produksi 65%, kegiatan bidang produksi 55%, kerja sama dalam berproduksi 55%, jenis produksi 52%, tahap tahap produksi 47%, pembiayaan produksi 47%, hasil produksi 43%, dan pengetahuan keterampilan yang harus dimiliki 32%). Sedangkan kepribadian produktif rata rata sebesar 50% (minat mahasiswa berusaha 22%, bertindak ekonomi 73%, tanggung jawab 75%, percaya diri dalam menjalankan usaha 73%, mengatur anggaran 57%, mengatasi resiko 54%, harapan mencapai target 50% dan kesadaran untuk bekerja 43%). Literasi Ekonomi yang paling dominan berkaitan pengertian produktif dan kepribadian produktif yang paling dominan tanggung jawab. Kesimpulan penelitian ini: 1) Literasi ekonomi tentang perilaku produsen masih rendah karena masih bersifat teoritis-normatif, belum mencapai ranah substantive-aplikatif; dan 2) Perilaku produktif masih rendah karena kompetensi kognitiv, kepribadian, psikomotorik dan Internalisasi literasi masih minim. Kata Kunci : literasi ekonomi, perilaku produsen, kepribadian produktif

The article discusses the features and contradictions of clustering and innovative development, as well as the integrated approach to regulation of clustering processes at the regional level. The author's approach to the development of an integrated clustering model of the economic space of the Russian regions is to consider innovative clusters as the fundamental segments of innovative economy. Within the framework of the study comprehensive methodology for assessing the innovative potential of regions is considered. The article deals with the analysis of economic, financial, scientific and technological conditions for regulating clustering processes and innovative development on example of the Volga region. The scientific novelty of the work lies in the method of complex analysis of the potential of innovative development of regions. The proposed methodology includes both indicators for assessing the factors of formation of a new innovative economy, and indicators of the effectiveness of innovative development, which form the technological and resource reserve for further economic development of the region. The advantage of using proposed methodology is the possibility of separating for each economic district and interregional cluster the leading regions, which acts as the center of innovative transformation of the economic space of the neighboring regions.
