La Rochelle, France, and the invention of bike sharing public policy in the 1970s

Abstract: International audience"The paper addresses an innovation in the history of transport as well as in the history of public policy. During the 1970s, the mid-sized city of La Rochelle (France) was probably the first place where an institutionalised bike sharing system was implemented. Crossing the materials of the local archives with the global dynamics of urban policies and mobility practices in Europe at that time explains the emergence of this innovation and allows reflection on the legacy of a forgotten first… Show more

“…In terms of the policy implications, most successful bike-sharing schemes in European cities are supervised by public authorities and are standardised (Hure & Passalacqua, 2017). This offers a useful lesson for Shanghai's bike-sharing scheme.…”

“…They, however, also bring about certain negative consequences, like the occupation of public spaces, the road-safety risks, and so on [18], which call for the necessary governance of them [10]. Therefore, the emergence and transition of public bicycles and SBSBs is a representative case of how certain technological innovations (and the implementation of them) challenge the existing governance logic and system around a public issue [11], and how the manager-the government-reacts to the change and challenge [43].…”

“…Today, a little more than half a century after the first bike-sharing system was implemented in 1965 in Amsterdam, BSS have been developed in many cities around the world and grown increasingly successful [SGZ10, MYVOH20, EU20] while often relying on quite similar technological solutions. BSS appeared in France with a pioneer initiative in La Rochelle in 1976 [HP16] and a fully automated solution (probably the first in the world) was implemented in Rennes in 1998. But, in France, the generation of BSS as we have it today (with the need for each user to register a personal account) was first introduced in Lyon in 2005, followed by Paris and Toulouse in 2007.…”
