High levels of car dependence have caused tremendous challenges for sustainable transport development. Transport planners, therefore, seek ways of replacing motor vehicles, as well as increasing the proportion of active travel. The bike-sharing scheme can be seen as an effective way of doing so, particularly in Asian cities. The aim of this paper is to investigate users' perspectives on the development of bike-sharing using Shanghai as an example. Semi-structured interviews are used to examine the main factors motivating and impeding the development of the bike-sharing scheme in Shanghai. Our findings show that convenience, saving time and financial savings are the major motivations; whereas problems with bicycles being poorly maintained and abused by users, operational issues, financial issues and an unsuitable business model are the major obstacles. In addition, the findings also suggest that a public and private partnership could be the best option for running a sustainable bike-sharing scheme with clear areas of responsibility. Financial incentives, a bicycle-friendly infrastructure, regular operational management and supportive policies should be prioritised. In order to achieve the targets set by the Shanghai Master Plan 2035, transport planners and policymakers should integrate the bike-sharing scheme within the wider active travel system.

In urban China, utilitarian cycling plays a significant role in achieving sustainable mobility. Within this context, different kinds of sharing-bicycle programs equipped with new technologies/devices emerge and extend. By comparing two generations of them in Guangzhou (China), this paper explores how new technologies impact existing modes of mobility governance. First, the technical innovations, e.g., app-based bicycle locks and micro-GPS equipment, contribute to liberating emerging private companies from existing governmental regulations based on land control. Second, the adoption of these innovations not only contributes to the accumulation of cultural and symbolic capitals based on a fashionable lifestyle but also links bicycles to personal point-to-point travel data that could be translated to economic capital. Third, the discrepancy between the dispositions of the government and private companies regarding the innovations opens an opportunity for the quick extension of sharing bicycles, which brings both positive and negative consequences on citizens’ daily travel and life. The absence of other civic actors in the decision-making process accelerates the negative consequences caused by the profit-driven fast extension of sharing bicycles and the governmental top-down governing logic. These findings provide academia with implications for understanding the impact of innovations on achieving sustainable mobility.

BSS appeared in France with a pioneer initiative in La Rochelle in 1976 [HP16] and a fully automated solution (probably the first in the world) was implemented in Rennes in 1998. Urban areas have been dramatically impacted by the sudden and fast spread of the COVID-19 pandemic. As one of the most noticeable consequences of the pandemic, people have quickly reconsidered their travel options to minimize infection risk. Many studies on the Bike Sharing System (BSS) of several towns have shown that, in this context, cycling appears as a resilient, safe and very reliable mobility option. Differences and similarities exist about how people reacted depending on the place being considered, and it is paramount to identify and understand such reactions in the aftermath of an event in order to successfully foster permanent changes. In this paper, we carry out a comparative analysis of the effects of the pandemic on BSS usage in two French towns, Toulouse and Lyon. We used Origin/Destination data for the two years 2019 (pre-pandemic) and 2020 (pandemic), and considered two complementary quantitative approaches. Our results confirm that cycling increased during the pandemic, more significantly in Lyon than in Toulouse, with rush times remaining exactly the same as during the pre-pandemic year. Among several results, we note for example that BSS usage is more evenly spread throughout the day in 2020, peripheral/city center flow is more noticeable in Toulouse than in Lyon and that student BSS usage is more specific in Lyon. We also found that trip duration during the pandemic situation was longer on working days and shorter on weekends.
