Dengan diumumkannya pasien positif pertama Covid-19, pemerintah menentukan Penetapan Sosial Berskala Besar sebagai pilihan kebijakan. Dasar kebijakan Penetapan Sosial Berskala Besar adalah PP Nomor 21 Tahun 2020 dan Permenkes Nomor 9 Tahun 2020. Tulisan ini hendak meneliti pilihan kebijakan Penetapan Sosial Berskala Besar dan Teknis Penetapan Penetapan Sosial Berskala Besar untuk suatu daerah. Penelitian ini adalah penelitian normatif. Pendekatan yang digunakan adalah pendekatan peraturan perundang-undangan (statutory approach) dan pendekatan konseptual (conceptual approach). Hasil penulisan ini adalah, pertama pengaturan PP No 21/2020 tidak komprehensif dengan tidak diaturnya seluruh model kekarantinaan sebagaimana amanat Pasal 60 UU Kekarantinaan Kesehatan Tentang Kekarantinaan Kesehatan. Kedua, penetapan PSBB lebih mengedepankan prosedural administratif dari pada penanganan keadaan darurat. Kepala Daerah yang hendak mengajukan penetapan Penetapan Sosial Berskala Besar diharuskan menyediakan sejumlah data, selain itu, teknis prosedural administratif yang dapat memperlambat penetapan Penetapan Sosial Berskala Besar bagi suatu wilayah.

Law No. 6 of 2014 concerning Villages provides opportunities for indigenous communities to form indigenous village governments. Nagaris have an established government system, and yet it is getting blurry and dysfunctional institutionally as rules and regulations concerning village governments change. This study aims to explore and rediscover the nagari government models according to the Minangkabau customs. Data were collected with a mixedmethod approach, including survey, observation, interview, and focus group discussion (FGD) methods. This study found that, first, there are two nagari government models in the Minangkabau customs, namely the aristocratic model and the democratic model. Second, the cultural identity of the Minangkabau society is reflected in the concept of banagari, as the traditional system and the government system as an autonomous and independent entity. Third, the nagari government system accommodates two systems that are running simultaneously, namely the state government system and the indigenous government system, in the context of banagari life by using a system that divides the government into three branches, namely an executive, a legislature, and a judiciary.

The plantation industry cluster plays an important and strategic role in national development, especially in improving the prosperity and welfare of the people, increasing foreign exchange reserves, providing employment, maintaining value and competitiveness, meeting domestic consumption and industrial raw material needs, and managing natural resources sustainably. The government manages natural resources through state-owned enterprises as regulated in Law 19 of 2003 concerning State-Owned Enterprises. Since the issuance of Government Regulation Number 72 of 2014, PT Perkebunan Nusantara III has become the holding company of PTPN I, II, IV, to XIV. This is normative juridical research that is prescriptive and uses the statute and conceptual approaches. Data is sourced from primary, secondary, and tertiary legal materials, which are analyzed qualitatively. This study indicates that state-owned plantations conduct activities on a substantial amount of land to provide the most significant benefit for the people. As stated in both the preamble and Article 33 of the 1945 Constitution, the State's goals align with this indication. The objective to improve public welfare is on equal priority with obtaining profits. The management of state-owned plantations is regulated in several laws and regulations with the same goal, namely realizing the State's responsibility to improve public welfare.
