Miasta tworzą ludzie. To oni decydują zarówno o ich wartościach materialnych, jak i historycznych czy kulturowych. Człowiek stanowi najważniejszy czynnik rozwoju miast -z jednej strony sam staje się ich wartością, z drugiej zaś tworzy nowe wartości i zasoby, także te szczególnie istotne w gospodarce opartej na wiedzy -o charakterze niematerialnym. Pojęciem, które próbuje te wartości niematerialne identyfikować i systematyzować, jest "kapitał intelektualny". Kapitał intelektualny to niematerialne aktywa mieszkańców, przedsiębiorstw, środowisk nauki, kultury, instytucji, w tym władz miasta i mediów, które odpowiednio wykorzystane mogą być źródłem obecnego i przyszłego dobrostanu miasta [Ernst and Young, 2008, s. 7]. Kapitał intelektualny analizowany w kontekście rozważań o rozwoju miast jest pojęciem stosunkowo nowym -w rezultacie napotykamy na różnorodność jego definicji. Niemniej w każdej definicji kluczowym jego elementem jest kapitał ludzki.M.S. Malone (twórca omawianego pojęcia na gruncie przedsiębiorstw) do kapitału intelektualnego regionu zaliczył: kapitał ludzki, kapitał społeczny, kapitał strukturalny i kapitał relacji [Edvinsson, Malone, 2001, s. 16]. Kapitał ludzki zidentyfikowano poprzez wyróżnienie jego elementów, takich jak: rozwój i edukacja, mobilność (przestrzenna, zawodowa i społeczna), jakość życia i kultura. Kapitał społeczny zdefiniowano przez pryzmat świadomości zjawiska globalizacji, otwartości społeczeństwa, poczucia przynależności i zaangażowania oraz przedsiębiorczości i samozatrudnienia w regionie. Pojęcie kapitału strukturalnego utożsamiono z wpływem szeroko rozumianej infrastruktury oraz procesów regionalnych na uwalnianie potencjału ludzkiego w regionie. W związku z tym analizie poddano takie obszary, jak: edukacja, ekonomia i zarządzanie, innowacyjność, procesy administracyjne, infrastruktura regionalna oraz społeczeństwo informacyjne (zob. EkoMiasto#Społeczeństwo, rozdział Społeczeństwo informacyjne w mieście). Natomiast kapitał relacji zdefiniowano jako jakość relacji podmiotów regionalnych (przede wszystkim przedsiębiorstw) z szeroko pojętym otoczeniem (inne firmy w regionie, kraju i na świecie) [Wodecki, 2007, s. 18-21].Zbliżoną definicję kapitału intelektualnego przyjął Zespół Doradców Strategicznych Prezesa Rady Ministrów w przygotowanym w 2008 roku Raporcie o kapitale intelektualnym Polski [2008] -w tym podejściu na kapitał intelektualny składały się: kapitał ludzki, kapitał społeczny, kapitał relacyjny i strukturalny.Jedynie w raporcie Ernst and Young opisującym metodologię badania kapitału intelektualnego miast w Polsce zaproponowano nieco odmienną koncepcję, choć w gruncie rzeczy dokładnie porównując tę metodę do wyżej wskazanych, w definicjach tych kategorii można odnaleźć więcej zbieżności niż różnic.
