The distinction between engagement as attitude, and engagement as practice, allows incorporating a multitude of usages to stimulate social engagement, whether it is, for instance, focused on communicational activities aimed at the generation of trust and cohesion, or whether it is allowing citizens to participate in policy development through, for instance, online citizen conferences (Phillips et al 2012) or participatory budgeting (Shah 2007).
