Immanuel Kant's philosophical system is devoted to reconciling the "anti-nomy" between freedom and determination. In Perpetual Peace, this becomes the related antinomy between morality and politics. This article reinterprets Kant's political essays as efforts to reconcile the modern dichotomy in international politics between idealism and realism. Kant's application of his famous moral rule, the categorical imperative, to the problem of war and peace captures the tension between these contradictory approaches to international relations. The reconciliation he achieves allows contemporary practitioners to be guardedly hopeful in their peacemaking efforts. Proponents of the "democratic peace" thesis, which Kant originated, would do well to control their enthusiasm; yet critics should contain their cynicism.

Nesse artigo defendo que o cosmopolitismo jurídico de Kant implica a perspectiva de uma república mundial, a qual pressupõe a livre federação dos povos como um passo intermediário necessário. Sustento essa interpretação a partir de dois argumentos. Primeiro, que o conceito de república mundial é juridicamente necessário segundo os princípios da filosofia do direito. Segundo, que a rejeição da monarquia mundial e a defesa de uma federação livre dos povos se apresenta como uma exigência da metafísica crítica, a qual implica uma conexão teleológica entre elementos históricos, políticos, antropológicos e prudências.

This article examines the nature of a common tendency in studies of the political philosophies of Hobbes and Kant to presume that a dichotomy exists between them. In order to investigate this tendency, the two prevailing approaches in current scholarship on Kant and Hobbes are explored, and the content of two ideologies on which these studies heavily rely, Hobbism and Kantianism, are revealed. In the final section, a discussion of Hobbes' and Kant's theories of international politics will be used to point to how this tendency functions and what consequences it has for the study of political philosophy.The article closes by drawing attention to the wider implications of this tendency when it is applied to studies of Western political thought.
