Many organizations spread and integrate the practices of the Information Technology Governance, Risk and Compliance (IT GRC). The problem that arises is how to choose the best practice to satisfy a precise need. This chapter concerns the study and the conception of decision-making architecture with the multi-agent system (MAS). So, the objective of this research is to build a decision-making model to satisfy a precise IT need. The proposed approach rests on four main stages to set up the decision-making model, which takes as input the strategic needs. The realized work has as objective to minimize the incoherence between the decisions taken by the stakeholders of an organization compared with the defined strategic objectives. The decision-making would contribute to legitimize the taken decision. This work is based on modeling a MAS, which rests on the idea that it is possible to represent directly the behavior and the interactions of a set of autonomous individuals evolving in a common environment. Finally, the proposed solution is part of a global platform for IT Governance, Risk and IT Compliance (EAS-IT GRC) ("EAS is the name of our team").

El bajo nivel de alineamiento estratégico de TI que existe en muchas entidades del sector público ocasiona que estas organizaciones no alcancen un alto desempeño, a pesar de las implementaciones de prácticas y de la gestión dadas por el gobierno de TI. Por esta razón, se han realizado estudios de los factores que influyen en la implementación de gobierno de TI y sus áreas, entre las que se destaca el alineamiento estratégico de TI. Sin embargo, aún no se ha identificado los factores que influyen en cada una de las prácticas que conducen al alineamiento estratégico, lo cual es imprescindible conocer, ya que cada práctica conforma la estrategia de TI de la organización y ello permitirá tomar acciones para mitigar los factores negativos o potenciar los positivos y, como consecuencia, obtener un buen alineamiento estratégico. En este trabajo se ha identificado 16 factores de implementación, 10 prácticas para el alineamiento estratégico de TI, en el contexto del sector público, y 48 relaciones de influencia (factor → práctica). Un estudio empírico sobre 50 ejecutivos del sector público valida 41 de las 48 relaciones planteadas con calificación entre “Alta” y “Muy Alta”, al 95 % de confianza mediante la prueba de t-Student.

Information Technology Governance (IT Governance) implementation does not always experience success in an organization. This article has provided data by conducting a survey to experts, in this case, the IT Governance Expert in Indonesia to be asked for their opinions regarding the successful implementation of IT Governance in supporting the organization's routine activities. This research report is presented precisely and concisely by displaying tables and pie diagrams so that it is easy to understand. Responses obtained from IT Governance Expert perceptions, that awareness is an important factor that can determine success in the implementation of IT Governance. We found as many as 15 factors in IT Governance awareness. In addition, a very significant part of the result findings of this research is awareness to understanding IT Governance well, awareness in involving stakeholders and awareness in changing organizational culture. Therefore, it needs to have serious attention from all parties involved so that later organizational performance can be increased in the future in accordance with expectations.
