The Kingdom of Saudi Arabia (KSA) has the largest construction market in the gulf region. Nevertheless, the sector faces issues related to inefficiency and ineffectiveness in project delivery. This research aims to explore the impact of current practices across projects lifecycles, and to utilize findings to develop an integrated strategic construction project management framework (ISCPMF) that may pave the way to efficient and effective project implementation. To achieve this objective, the authors have traced the implementation processes of nine projects for data collection. This was based on a deductive approach with preconceived themes. Within-case and cross-case analysis was conducted. The data was complemented by holding three separate focus-group discussions with a total of nineteen participants, and the initial findings were cross-checked with six experts. The deficiencies that surround the pre-construction phase and disconnected activities that are carried out in different timespans represent the first barrier to implement projects successfully. This is coupled with low capacities contractors and non-proactive construction teams that lack a management toolbox to alleviate accumulated issues and control project progress. The unavailability of infrastructure and utilities did not ease construction nor made inspection possible, which led to late occupancy of facilities, waste of resources and failure to deliver the desired benefits effectively. The adoption of ISCPMF will institutionalize and bridge project phases. This may play a vital role in implementing projects efficiently and effectively and building data to benefit future projects. Though the research is limited to higher education facilities, the findings may be generalized to public construction projects.

Purpose. One of the perspectives that receives the most attention from studies in international business is cultural dimensions. This is due to the greater complexity and incidence of cultural aspects in economic performance. This paper explored the moderation effect of cultural orientations on the creation of innovation trajectories related to levels of innovation and their outcomes in countries from various geographical areas between 2011 and 2021. Design/Methodology/Approach. A growth trajectories model is conducted to achieve the research’s aim, considering the country’s cultural orientation, innovation inputs (institutions, human capital and research, infrastructure, market sophistication, and business sophistication), and impact on innovation output. The Global Innovation Index, Globe Project, and Global Entrepreneurship Index databases used this analysis, containing data from nations on different continents. The trajectories’ analysis approach is utilized to achieve the desired goal, which allows for the assessment of the variations in innovation trajectory across countries with cultural tendencies towards performance and humane orientation from 2011 to 2021. Findings. The literature affirms positive results for various innovation inputs, but the results show differences in innovation outputs. The difference is related to their inputs (institutions, human capital and research, infrastructure, market sophistication, business sophistication), institutions, and market sophistication. Additionally, a difference depends on the country’s performance culture, generating options to obtain higher outputs, such as knowledge and creative results. Research Limitations/Implications. Based on the results achieved, an attempt is made to provide a different perspective on innovation, especially evaluating the results over time and identifying decreasing trajectories that affect the innovation results in countries with different economic development conditions and cultural characteristics. Practical Implications. The results achieved make it possible to strengthen the analysis of the countries’ strategies regarding innovation, especially in the permanent evaluation of the results, which encourages changes in the execution of innovative activities to maintain their performance over time. Social Implications. The contributions allow us to understand the dynamics of innovation in countries’ knowledge and creative outputs over time. Originality/Value. The trajectory analysis used in the data analysis is perhaps one of the most robust techniques for a time series analysis. This allows for identifying trajectories for the study’s independent variables and their influence on a country’s innovation.

Purpose A large part of the most recent studies in innovation focuses on the need to investigate the cultural differences between countries. Many of the approaches used focus on Hofstede as the most recognized perspective in international business. The Hofstede perspective requires a deeper analysis of the most profound components in the countries, such as values and beliefs. The purpose of this study is identify the drivers in creating innovation trajectories over time, focusing on different values that influence the innovation processes. These trajectories allow investigating the comparability in the innovation performance of the countries. Design/methodology/approach Time-series analysis is performed to achieve the research’s goal, considering the innovation inputs and people’s values and influence on innovation output. The Global Innovation Index and the World Value Survey (WVS), which comprise data from countries on different continents, were used in this investigation. The trajectories analysis technique examines differences in innovation trajectory among countries with cultural orientations toward traditional, secular, survival and self-expression values. Findings In the literature, it can be found that in more socially open societies, the results in innovation are higher than in societies with opposite values, as is the case of traditional vs secular rationale. On the other hand, societies with a tendency toward self-expression will be characterized by a constant search for individual liberties that promote the search for scientific and technological alternatives for problem-solving, contrary to those with survival characteristics. Research limitations/implications Considering the results obtained in the study about the values and their relationship with innovation at the country level, the main limitation is the WVS information. This limitation is based on the need to complement the information obtained with other sources of information that allow comparisons to be made from the different cultural approaches that exist. Practical implications The findings allow us to contemplate a more general vision of the cultural factors that affect the social dynamics and, therefore, the industrial and commercial dynamics of a country. The managers can use this type of results in the design of strategies that allow them to contemplate adaptation processes that are more appropriate to the cultural contexts in which they operate are worked on in this research. Social implications One of the main contributions is related to the possibility of understanding the relationship between the cultural dynamics of a country and the results in innovation, especially in the time. Originality/value The trajectory analysis, specifically Inglehard’s perspective concerning cultural dimensions and innovation, has not been used in the literature. This type of analysis will make it possible to have studies that allow subsequent comparisons to be made with other perspectives, especially at the country level.
