Investigating Open Government Data Barriers

Abstract: When focusing on open government data (OGD) publishing and related barriers, there are several complexities present. Largely, current research is focused on publishing and usage of OGD; and we argue that there are a need to investigate and to systematise OGD barrier research in order to understand and outline an expanded scope of the phenomenon. We expand by clarifying barriers linked to the release decision and the data's organisational context. To investigate the OGD barriers, we conduct a systematic literat… Show more

“…Each paper was the product of one study. The first paper (Crusoe & Melin, 2017) focuses on OGD roles and the OGD ecosystem, the second paper (Crusoe & Melin, 2018) focuses on previous research on OGD impediments, and the third paper (Crusoe, 2019) explores the Swedish OGD ecosystem. The research started with a pilot study to develop an understanding of the phenomena.…”

“…The impediments reported as moderate barriers after the start phase seem to come from the data itself or are concerned with the data. Their source is likely the publishers' different practices of data management [10]. Figure 3 illustrates the described U-pattern.…”

“…OGD is a collaborative effort to realize several benefits, such as the creation of a new sector, innovative products and services, collective problem solving, and equal access to data [20,22,33]. However, both publishers and users can experience impediments in the process, such as low data quality, restrictive legislation, paywalls or loss of income, and no interoperability between systems [10]. The lack of use has been noted as a problem for OGD [16,19,23,30,37,40,41].…”

“…One reason for the slowdown can be the noted lack of use (Kuhn, 2011;Vickery, 2011;Heise and Naumann, 2012;Zuiderwijk and Janssen, 2013;Whitmore, 2014;Jaakola et al, 2015;Safarov et al, 2017). This lack may be a result from impediments experienced by the users in the process of transforming OGD into products and services (e.g., Crusoe and Melin, 2018). The inability to respond to impediments can originate in a nescience about the user process.…”
