Zusammenfassung Die ablösung einer formal-institutionalisierten durch eine kommunikativ-partizipatorische Planungsauffassung bringt nicht nur ein verändertes Verständnis von Planungsinstrumenten mit sich, sondern stellt auch die ergebnisbewertung vor das Dilemma zwischen mangelnder Operationalisierbarkeit und geringer Wirkung qualitativer Zielformulierungen.
