Introduction: The International Diffusion of Liberalism

Simmons, Dobbin and Garrett, who focus on the receiving end of policy diffusion, identify four reasons why actors may follow another country's policy choices: Coercion, competition, learning and emulation (Simmons, Dobbin & Garrett 2006).
