The expansion of the automotive industry in Argentina and Brazil and its regional integration can be attributed to determinants that differentiate them from other contemporary regionalization processes. Their limited scales of production, outmoded technology, and lower productivity levels than the average in the world market and the inward orientation of regional industry are shared characteristics of the two national processes of capital accumulation, which are still organized around the appropriation by industrial capital of a portion of the substantial ground rent available. La expansión de la industria automotriz en Argentina y Brasil, así como su integración regional, pueden atribuirse a determinantes que las diferencian de otros procesos de regionalización contemporáneos. Sus limitadas escalas de producción, la tecnología anticuada y niveles de productividad más bajos que el promedio en el mercado mundial, así como la orientación interna de la industria regional, son características compartidas por ambos procesos nacionales de acumulación de capital, los cuáles todavía se encuentran organizados en torno a la apropiación, por parte del capital industrial, de una parte de la renta sustancial disponible.

Restructuring of the automotive industry in the post‐2000 period has led to the emergence of three strata of automotive manufacturing jurisdictions. Core automotive countries host the headquarters of global automakers. They retain most research and development (R&D) and high levels of production. By contrast, integrated peripheries offer low‐cost labour. While increasing levels of vehicle production have gravitated there, they have been unable to attract mandates for knowledge‐intensive portions of the automotive value chain. Finally, semi‐peripheries have neither a home‐grown automaker nor low‐cost labour. Consequently, they have been unable to gain mandates for R&D and struggle to maintain production. Thus, policy makers in non‐core countries consider a range of tools to either retain their position or ‘graduate’ from one category to another. Recently, the demand for battery electric vehicles (BEVs) has given rise to new vehicle manufacturers. Turkey is attempting to develop a BEV automaker and jump from an automotive integrated periphery country to one having a key attribute of an automotive core: a home‐grown automaker. This article reveals and discusses Turkey's generous incentives and assesses the challenges the Turkish BEV entrant will confront, as well as its potential to generate wider economic benefits. The authors also consider the application the Turkey case study has for our understanding of power and upgrading in automotive global value chains.

Objetivo: contribuir al estudio de la Trampa del Ingreso Medio (TIM) instrumentando el concepto de complementariedad institucional. Esto es, el principio de que el funcionamiento de una institución afecta el desempeño de otras instituciones, en tanto que los grados de complementariedad afectan la competitividad. Diseño metodológico: se trabajó desde una industria estratégica de alta tecnología como es la automotriz en México (IAM). Se utilizó una metodología cualitativa con técnicas variadas de recopilación de información, generación y análisis de datos, incluyendo entrevistas semiestructuradas y observación participante e información documental del sector, así como análisis de discurso, apoyado con el software analítico NVivo. Resultados: se identificaron cinco limitantes de complementariedad institucional que contribuyen a extender la TIM: silos y trabajo cortoplacista, ausencia de eslabones para llevar la tecnología de la academia a la industria, limitada promoción y desarrollo multidisciplinar y transdisciplinar, limites en la coordinación nacional de ciencia y tecnología y una estructura industrial carente de cultura en relación con la I&D. Limitaciones de la investigación: la exploración empírica se limitó a una industria. Hace falta extender la exploración hacia otros sectores estratégicos exportadores como el eléctrico-electrónico, el aeroespacial, el farmacéutico, para probar las capacidades de generalización y replicación del modelo y proposición presentada. Hallazgos: la precaria complementariedad institucional entre las agendas de innovación gubernamentales, privadas y académicas, así como al interior de ellas, limita los resultados alcanzados en materia de innovación y escalamientos en la IAM y su rol como locomotora de otras industrias, pese a contar con una de las plataformas productivas con mayor capacidad y con una gama de iniciativas para innovar y aprender de ella, extendiendo, por lo tanto, la prevalencia de la TIM en México. La complementariedad institucional es un concepto alternativo útil para desentrañar la TIM.
