Neste artigo são expostos os processos de formação e manutenção do Museu do Cordel Olegário Fernandes (Caruaru-PE) à luz dos contextos sociais, históricos e políticos que os produzem. Objetiva-se analisar de que maneira a Fundação de Cultura do município vem se relacionando com esta instituição de origem popular, circunscrevendo a forma como seu patrimônio integral vem sendo incluído ou preterido das e nas políticas culturais de fomento e salvaguarda das manifestações locais. Nessa direção, debate-se como a ausência da participação do Estado pode determinar a vulnerabilização de coleções, de seus produtores e, assim, da função social dos Museus. Por fim, defendem-se as formulações da Museologia Social como profícuas para o empreendimento de uma atitude decolonial em relação ao patrimônio museal, capaz de inseri-lo no campo dos direitos. Metodologicamente, o texto apoia-se em revisão bibliográfica, trabalho de campo e entrevistas semiestruturadas.
