Carbon emissions based on land use change have attracted extensive attention from scholars, but the current land use carbon emission accounting model is still relatively rough. Despite the continuous promotion of China’s ecological civilization strategy, whether green economic development promotes carbon emission reduction remains to be studied. This study uses the Exploratory Spatial-temporal Data Analysis (ESTDA) framework system to revise the land-use carbon emission accounting model; it integrates the NDVI adjustment index and systematically analyzes the spatial and temporal patterns and evolutionary path characteristics of carbon emissions from 2000 to 2020 for 130 prefecture-level cities in the eastern coastal region of China, a high carbon emission region. The spatial econometric model is further used to explore the impact of green economy development on carbon emissions. The results show that the spatial distribution of carbon sources and sinks in the eastern coastal cities demonstrates a year-on-year increase during the study period. The spatial distribution of carbon sources is higher in the north than in the south, and the economically developed regions are more elevated than less developed economic areas. Net carbon emissions show prominent spatial clustering characteristics. The south has a more stable internal spatial structure than the north, and the inland has a more stable internal spatial structure than the coast. Green economic development can significantly reduce carbon emission intensity and has a significant spatial spillover effect. The findings imply that policy-makers need to consider the spatial and temporal distribution and spatial correlation of carbon emissions among cities; they can achieve carbon emission reduction by formulating a more reasonable green economy development approach and implementing regional linkages.

With the opening of the national carbon trading market and the coming of the post-epidemic era, the government actively promotes the carbon quota policy to fundamentally achieve carbon emission reduction. This paper corresponds the shipping cycle to the shipping market demand situation during the epidemic, incorporates the shipping cycle characteristics and government quota characteristics into a multi-stage evolutionary game model. Later, the study analyzes the equilibrium points of the game parties at each stage and finally investigates the influence of factors such as technological improvement on the strategy choice of shipping enterprises through sensitivity analysis. The study found that the government’s carbon quota policy is influenced by shipping market demand. During the peak shipping season, the government’s quota policy is binding on shipping enterprises. In the low season of shipping, the binding effect of government’s quota policy on shipping enterprises will be reduced, or even appear to be invalid. Therefore, the government should forecast the demand situation of the shipping market, gradually relax the regulation during the peak season of shipping, and strengthen the regulation before the low season of shipping. Shipping enterprises should increase the research and development of carbon emission reduction technology to reduce carbon emissions from the root to realize the sustainable development of ports and marine-related industries in the post-epidemic era.

Given the in-depth advancement of the “Belt and Road” initiative, cooperation among countries along the initiative is increasing. The strategic maritime transport passage is closely related to the interests of relevant countries. The games between countries along important transport passages in terms of the pursuit of geopolitical rights and interests occur frequently. This paper establishes an evolutionary game model of the strategic maritime transport passages taking the Strait of Hormuz as an example and explores the game of the countries on both sides of the strait. By analysing their behaviour and possible strategies, the evolutionary stable strategy for each country is obtained. Recommendations are made to aid with the relevant rights and interests of related countries.
