The period of transformation in Poland caused the increased interest in cluster policy. Initially, the focus was on their local development, but in later years the need to internationalize Polish cluster structures was increasingly emphasized. Clusters, which are a platform for cooperation and competition, have become an area of dynamic development of enterprises, and the Polish state has undertaken a number of initiatives to support them in the implementation of international initiatives. The aim of the study was to attempt to evaluate the Polish cluster policy over the 30 years of political transformation, with particular emphasis on the policy of cluster internationalization. For this purpose, the documents of the Polish Agency for Enterprise Development -Benchmarking of Clusters for 2010, 2012 and 2020 were analyzed. The author addressed the research question: Have Polish cluster structures been successfully internationalized during the 30 years of the political transformation?

In the paper an attempt has been made to discuss two economic issues, seemingly loosely related to each other: the concept of cluster and the process of internationalization. The cluster is a modern form of responding to the changing competitive conditions. In many cases, it is an effective form of development. The decision on selecting a business internationalization strategy is accompanied by similar motivations. Internationalization is undertaken by enterprises also in order to increase the effectiveness of operations and to achieve a favorable competitive position. It should be emphasized that internationalization can be regarded both at the level of individual enterprises operating within cluster as well as the whole cluster.The objective of the paper is to identify the benefits of and opportunities for simultaneous implementation of activities by companies within the cluster as well as strategies for the internationalization of business operations. In the paper, the subject literature available to the authors and the research results in the field of the functioning of clusters in Poland have been used. The methods typical for such cases of literature studies as well as analysis and synthesis methods have been applied. The most important conclusion coming from the paper is the observation that the combination of the activity within the cluster structure along with simultaneous implementation of internationalization strategy may contribute to a synergy effect.

Jednym z priorytetów Unii Europejskiej jest gospodarka oparta na wiedzy i innowacji, a klastry są jej naturalnym obszarem występowania. Zasadniczym czynnikiem decydującym o poziomie innowacyjności gospodarki jest umiejętność współpracy poszczególnych podmiotów gospodarczych. Od lat 90. XX wieku niejednokrotnie wskazuje się, że niemal doskonałe warunki do rozwoju procesów innowacyjnych zapewniają klastry. Mogą odgrywać ważną rolę w generowaniu i przyspieszaniu procesów innowacyjnych oraz działać jako bieguny wzrostu dla gospodarki regionalnej, krajowej i międzynarodowej. Istotnym trendem w rozwoju inicjatyw klastrowych, nabierającym obecnie coraz większego znaczenia, jest dynamicznie postępująca ich internacjonalizacja. Znajduje ona odzwierciedlenie w dokumentach strategicznych i jest wspierana przez politykę gospodarczą. Celem artykułu jest próba wskazania współczesnych uwarunkowań rozwoju klastrów oraz przedstawienie procesów ich internacjonalizacji. W pracy uwypuklono koncepcje klastra i normy definicyjne, a także dorobek polityki wspierania klastrów, w tym ich internacjonalizacji. Wartością dodaną artykułu jest analiza znaczenia współpracy klastrowej dla umiędzynarodowienia przedsiębiorstw. W opracowaniu zobrazowano istniejące związki pomiędzy klasteringiem a internacjonalizacją. Do realizacji założonego celu posłużyła kwerenda literatury krajowej i zagranicznej z zakresu prezentowanej problematyki badawczej, jak też analiza wtórnych źródeł informacji. Podjęte w artykule zagadnienia mogą stanowić punkt wyjścia do dalszych pogłębionych badań.
