Interest group perceptions on water policy reforms: insight from a water-stressed basin

Abstract: Water policies have been implemented worldwide to face water stress. However, the existence of water users' groups with opposite interests and different political power results in the plain failure or low effectiveness of water policy reforms. A better understanding of users' perceptions regarding policy outcomes is important to avoid the failure of water policies and the intensification of water conflicts. This paper empirically examines the divergent perception of interest groups on the implementation of dif… Show more

“…Owing to hybridised arrangements, water policies are not aligned to each other, as evidenced by perpetual spatial water conflicts (user upstream vs downstream users). Such governance-related failure of schemes result in the derailment and reshaping of agreed policies (Esteban et al, 2018), which inadvertently influences the availability of water and subsequently its perceived adequacy.…”

“…The overexploitation of the Eastern La Mancha aquifer aggravated the water scarcity in the entire basin because the Jucar River shifted from taking water from the aquifer to providing it with water [68]. This situation has intensified and worsened problems between water users that largely hinder the management of the water resources in this basin [69].…”

“…There is also some resistance to WMs based on ideology or previous failed efforts. Different interest groups may have divergent views on how to regulate water access (Esteban et al, 2018). The literature is particularly limited with regard to the institutional evolution of markets to deal with important issues so that they can last and increase efficiency, such as understanding how transaction costs are reduced and non-consumption is treated (Debaere, et al, 2014).…”

“…Moreover, given the level of interregional connectivity through infrastructure, scarcity issues are not restricted to a single basin (for accounts of conflicts between states, see Palomo-Hierro et al, 2015). Indeed, recent moves in Spanish legislation have tried to harmonize regional approaches to water management, although there are different views regarding the adequacy and success of these reforms (Esteban et al, 2018).…”
