The manipulation of water resources is a common human solution to water-related problems. Of particular interest because of impacts on both source and destination is the anthropogenic movement of water from one basin to another, or inter-basin transfers (IBTs). In the United States, IBTs occur widely in both wet and dry regions, but IBT data are not collated and served in a coordinated way. Thus researchers wishing to account for transfers between basins have faced difficulty in doing so. Here we present the outcome of a systematic investigation into inter-basin surface water transfers connected with public water supplies in the conterminous United States (CONUS), 1986 to 2015. The present open-access geodatabase includes transfer volumes collected, evaluated, and compiled from disparate sources. We provide an updated snapshot of CONUS IBTs at a higher spatial resolution of points of withdrawal and delivery than previous datasets. This paper puts the national inter-basin transfer data in context, and shows how we acquired, structured, and validated the locations and volumes of surface water transfers in public water systems.

Over 80% of municipal (i.e., excluding industrial and agricultural) water use in Canada comes from streams, lakes, and reservoirs. These freshwater bodies and their catchments require adequate protection to secure drinking water supply for Canadians. Canada, like most countries, lacks a consolidated national dataset of municipal catchments, arguably due to gaps in data availability. Against this backdrop, we present the Canada Source Watershed Polygons dataset, or Can-SWaP. Can-SWaP was created using point locations of more than 3,300 municipal water licences defining rights to surface water withdrawal. Where possible, the resulting 1,574 catchments were assessed for accuracy in spatial coverage against provincial and local datasets. Each watershed in Can-SWaP has an estimated water volume used for municipal water purposes derived from licencing data, and several variables from RiverATLAS for investigating the integrity of surface drinking water sources in Canada. Furthermore, basing our method on the HydroSHEDS suite of global products offers a robust framework for the production of other national datasets following an established international standard.

High-quality regional development requires coupling of socioeconomic and natural domains, but it remains unclear how to effectively integrate the regional economy with river basin ecosystems. Here we establish a developmental perspective of 65 river economic belts, formed through history along the main stems of the world’s great rivers, covering initial, developing, and developed stages. We find that river economic belts characterized by basin-based regional integration can substantially upgrade their eco-efficiency through the harmonization of enhanced regional economic growth and efficient utilization of basin resources, once key prerequisites (e.g., gross domestic product per capita, de-industrialization status, and human development index) are met for river economic belts entering the developed stage. Importantly, primary concerns such as resource stress, environmental pollution, and biodiversity loss are also inherently addressed. Under representative scenarios of regional development planning and climate change (2015–2050), the basin-based regional integration strategy would provide river economic belts with new opportunities and pathways towards sustainability in emerging regions worldwide.
