Mathematical Support for Financing Social Innovations

The use of socially innovative projects for solving social problems by actively involving civil society is a promising and much sought-after area of social development. However, the priority of social goals over economic outcomes in the implementation of such projects significantly limits the speed and effectiveness of their implementation. In this connection, the use of a mathematical tool for the financing and resource provision of social innovations creates new opportunities in terms of the assessment and development of such projects. In order to develop and substantiate tools for the mathematical support of financing social innovations, the role of the collaborative economy in the development of social innovations initiated from below is substantiated. The proposed mathematical toolkit includes a linear algorithm describing the logic of the developed approach, a methodology for assessing socially-innovative projects based on an adapted McKinsey matrix, a methodology for assessing the institutional environment, as well as a mapping of project correspondences in an adapted McKinsey matrix along with collaborative economic tools recommended for resource provision. The described set of collaborative economy tools is recommended for use in the development and implementation of social innovations. The mathematically-described algorithm proposed by the authors is aimed at developing resource provision strategies for social projects by evaluating their competitiveness and attractiveness in terms of the social function they perform while taking the characteristics of the particular institutional environment into consideration. The result of applying this algorithm comprises a set of collaborative economy tools for use in the development and implementation of socially-innovative projects. The application of this algorithm is shown on the example of an evaluation of ten projects implemented in the Ural region and applying for assistance from support funds. The theoretical significance of the proposed results lies in the development of methodological tools for assessing socially-innovative projects. The practical significance lies in the possibility of applying the obtained results in the development of an online calculator used to assist in forming a social project resource provision strategy.

Multi-Criteria Decision Making of Contractor Selection in Mass Rapid Transit Station Development Using Bayesian Fuzzy Prospect Model

In Taiwan, the most advantageous tender in governmental procurement is the selection of a general contractor based on a score or ranking evaluated by a committee. Due to personal, subjective preferences, the contractor selection of committee members may be different, causing cognitive difference between the results of the members’ selection and the preliminary opinions provided by the working group. Integrated, multi-criteria decision making techniques, combined with preference relation, Bayesian, fuzzy utility, and prospect theories are used to assess factors weighing up the duration/cost/quality, probability of external information, and utility function system. The paper proposes a Bayesian fuzzy prospect model for group decision making, based on probability and utility multiplied relation, and taking the sustainable development factors into consideration. This study aims to provide committees with an objective model to select the best contractor for public construction projects. The results of this study can avoid the lowest bidder being selected; besides, the score gap of contractor selection can be increased, and the difference between the top three contractors’ scores can be decreased as well. In addition to proposing an innovative decision-making system of contractor selection and an index weight-assessing system for sustainable development, this model will be widely applied and sustainably updated for other cases.

With the increasing awareness of environmental protection, the environmental impact assessment (EIA) of tourism attraction problems has attracted extensive attention from all over the world. The purpose of this study is to develop an integrated decision-making method for EIA of tourism attractions in China by using the improved analytic hierarchy process (AHP) method and the extended picture fuzzy preference ranking organization method for enrichment evaluations (PROMETHEE) II method. Herein, picture fuzzy numbers (PFNs) are used to describe decisionmakers’ preference, which can precisely express uncertain and hesitant information in the decisionmaking process. Then the improved AHP method based on expert mean assessment is used to obtain the weights of EIA of tourism attractions, which can reduce the spiteful assessment in the traditional AHP method. Based on the results of the improved AHP method, the picture fuzzy PROMETHEE II method, which can consider the psychological behavior of decision-makers, is applied to assess candidate tourism attractions. Finally, an example of EIA of tourism attractions in China is provided to verify the effectiveness of the developed approach and the credibility of the results.
