Purpose The purpose of this paper used for catastrophe and pandemic preparedness was the craft of machine learning calculations. ML is the latest globe learning technique to assist in the identification and remediation of medical care catastrophes. Design/methodology/approach To the greatest extent possible, countries are terrified about debacles and pandemics, which, all in all, are exceptionally improbable occurrences. When health emergencies arise on the board, several issues arise for the medical team because of the lack of accurate information from numerous diverse sources, which is required to be available by suitable professionals. Findings Thus, the current investigation’s main objective is to demonstrate a structure that is dependent on the incorporation of recent advances, the Internet of Things and large information and which can settle this issue by using machine learning (ML) in all stages of catastrophe and providing accurate and compelling medical care. Originality/value The system upholds medical services characters by empowering information to be divided between them, enabling them to perform insightful estimations and enabling them to find significant, legitimate and precise patterns that are required for functional arrangement and better readiness in the event of crises. It is possible that the results of the system’s work may be used by the executives to assist chiefs in differentiating and forecasting the wellbeing repercussions of the fumbles.

Reasonable planning and construction of emergency shelters is of great significance in improving the ability of cities to prevent and mitigate disasters and ensuring urban public safety. From the perspective of the needs of the evacuees, this paper constructs an evaluation index system for the service function of emergency evacuation places in four aspects: effectiveness, accessibility, safety and rescue responsiveness. This paper takes the central city of Songyuan as the case study area. We apply the entropy weight–TOPSIS–grey correlation method to evaluate the service functions of emergency shelters in the central city of Songyuan and determine their service function levels. An interactive analysis using the bivariate Moran index is used to determine the current state of supply and demand for places of refuge, in terms of their service functions and population distribution. It also makes recommendations for optimisation, based on the extent to which the service function of the emergency shelter is coordinated with the distribution of the population. The results show that of the 54 emergency shelters in the central city of Songyuan, the low and medium service function levels are divided into 33 and 15, with problems such as unreasonable spatial layout and inadequate emergency supplies and medical resources. The future construction of emergency shelters should focus not only on increasing the number and improving the scale, but also on considering the characteristics of population distribution, optimising the spatial distribution pattern and making full use of existing resources such as parks, squares and schools. The establishment of composite spatial resources for disaster preparedness and the promotion of a government-led model of interconnected shelter and emergency infrastructure can effectively enhance the spatial resilience of cities in response to natural hazards.

Research on extremely short construction period of engineering project based on labor balance under resource tolerance

Under the condition of resource tolerance, engineering construction projects face the problem of labor force balance in the working face. Notably, a deviation occurs between the distribution and certain demand of the labor force in the limited working face, which affects the realization of an extremely short construction period. To address this problem, we first introduced the stochastic coefficient of labor force equilibrium to measure the degree of labor balance. Second, a labor force equilibrium model with the realization goal of an extremely short construction period was established. Then, the standard particle swarm optimization (PSO) algorithm was improved from two perspectives to solve the proposed model. The update equation was rounded to solve practical project problems, and a dynamic variable inertia weight was adopted to ensure the PSO algorithm accuracy and convergence speed. Finally, through case analysis, we determined the extremely short construction period and best labor force distribution scheme. Moreover, the case results revealed that the established model is simple, operable and practical and that the proposed algorithm achieves a high search accuracy and efficiency in the model solution process. Overall, under the condition of resource tolerance, this study provides scientific and effective references for managers to realize an extremely short construction period.
