ABSTRACT:Cities can be seen as complex systems of heterogeneous processes with a high variety of different influences (e.g. social, infrastructural, economic, and political impacts). This especially applies for tasks concerning urban development of existing assets. The optimization of traffic flows, reduction of emissions, improvement of energy efficiency, but also urban climate and landscape planning issues require the involvement of many different actors, balancing different perspectives, and divergent claims. The increasing complexities of planning and decision processes make high demands on professionals of various disciplines, government departments, and municipal decision-makers. In the long term, topics like urban resilience, energy management, risk and resource management have to be taken into account and reflected in future projects, but always related to socio-spatial and governmental aspects. Accordingly, it is important to develop models to be able to understand and analyze the outcomes and effects of governmental measures and planning to the urban environment. Thus, a more systematic approach is needed -going away from welldefined city models to city system models. The purpose is to describe urban processes not only quantitatively, but to grasp their qualitative complexity and interdependencies, by modeling and simulating existing urban systems. This contribution will present the City System Model (CSM) concept closely related to an Urban Energy Planning use case, will highlight the methodology, and focus on first results and findings from an ongoing interdisciplinary research project and use case to improve the basis of information for decision-makers and politicians about urban planning decisions.

ABSTRACT:Cartographic visualizations of crises are used to create a Common Operational Picture (COP) and enforce Situational Awareness by presenting and representing relevant information. As nearly all crises affect geospatial entities, geo-data representations have to support location-specific decision-making throughout the crises. Since, Operator's attention span and their working memory are limiting factors for the process of getting and interpreting information; the cartographic presentation has to support individuals in coordinating their activities and with handling highly dynamic situations. The Situational Awareness of operators in conjunction with a COP are key aspects of the decision making process and essential for coming to appropriate decisions. Utility networks are one of the most complex and most needed systems within a city. The visualization of utility infrastructure in crisis situations is addressed in this paper. The paper will provide a conceptual approach on how to simplify, aggregate, and visualize multiple utility networks and their components to meet the requirements of the decision-making process and to support Situational Awareness.

ABSTRACT:This paper presents the generation of the 3D national building geo-data model of Turkey, which is compatible with the international OGC CityGML Encoding Standard. We prepare an ADE named CityGML-TRKBIS.BI that is produced by extending existing thematic modules of CityGML according to TRKBIS needs. All thematic data groups in TRKBIS geo-data model have been remodelled in order to generate the national large scale 3D geo-data model for Turkey. Specific attention has been paid to data groups that have different class structure according to related CityGML data themes such as building data model. Current 2D geoinformation model for building data theme of Turkey (TRKBIS.BI) was established based on INSPIRE specifications for building (Core 2D and Extended 2D profiles), ISO/TC 211 standards and OGC web services. New version of TRKBIS.BI which is established according to semantic and geometric rules of CityGML will represent 2D-2.5D and 3D objects. After a short overview on generic approach, this paper describes extending CityGML building data theme according to TRKBIS.BI through several steps. First, building models of both standards were compared according to their data structure, classes and attributes. Second, CityGML building model was extended with respect to TRKBIS needs and CityGML-TRKBIS Building ADE was established in UML. This study provides new insights into 3D applications in Turkey. The generated 3D geo-data model for building thematic class will be used as a common exchange format that meets 2D, 2.5D and 3D implementation needs at national level.
