The work performed is unique in its kind, since it represents the development of instrumental methods for studying an urgent problem -the increase in competitiveness and ensuring sustainable development of industrial enterprises. The purpose of the study is to develop a system for assessing the impact of institutional factors on the competitiveness and innovation activity of an industrial enterprise. The analytical toolkit is simulation modeling diagrammatically represented by graphical notations illustrating system dynamics model. Based on the available world research, four main components of industrial enterprise competitiveness are identified -the competitiveness of products; strategic positioning; innovation activity of both -the enterprise and the institutional environment; and resource efficiency. Based on the identified components, a methodology for their calculation and for computation of a multiplicative composite indicator describing competitiveness has been developed. The influence of the intra-firm and institutional factors on the enterprise innovation activity is discussed as a separate segment of this method. It is shown that the institutional environment to a greater extent affects the company competitiveness through its innovation activity. The intra-firm factors (such as the enterprise's material, scientific and technical resources, organizational and corporate culture, strategic management) expand the influence of the industrial market institutional environment. Thus, all enterprises located in the same industrial market have equal conditions for their innovative activities. Based on the elaborated system, a simulation model of industrial enterprise competitiveness is developed, which shows it as a set of cause-and-effect relationships and feedback loops. The designed simulation model may be adapted to any manufacturing company and allows simple simulation experiments.

account the nature of the impact of this environment on economic activity allows you to optimize transaction and transformation costs. Part of the institutional environment is determined by the system of law and, in particular, labor law, regulating the activities of organizations related to the formation and management of human resources. The object of this study is the labor market of professional football players. It possesses a number of unique traits. In particular, inefficient allocation of human resources ensures high profitability of economic activities of its participants. The results of modeling the pricing of transfers in this study show in favor of a significant statistical relationship between the cost of transfer and some indicators of the legal field of the labor market.

The human potential is of great importance in modern economy during the period of technological structure change and the transition to the knowledge economy, the imperative of which is the cognitive technology. Human abilities aimed at making managerial decisions strategically important for the progressive development of economic entities are expressed in the process of transforming potential into “new resources”. In this regard, the direction and power of the transformation processes form the basis of the economy. The basic factor in the production of the transformation is human (intellectual) potential. The economic effect obtained as a result of transformation processes is directly dependent on the knowledge of the person, taking the decision. In order to improve the effectiveness of the resources use a methodology for assessing the transformational costs of enhancing the intellectual potential of business entities was developed. The analysis of the products cost structure produced by business entities will make it possible to identify the priority areas for the revitalization of resources necessary for the finished goods production and the conditions for transforming the potential into “new resources”.
