From the counting rates — measured at room temperatures — of neutrons inelastically scattered on water and special aqueous UO2(ClO4)2 solutions the averaged frequencies of the superposition bands of the hindered translations and hindered torsions of the water were determined. In this, the Bravais lattice approximation was used for determining the phonon density function. The change of these frequencies in the presence of electrolytes is in harmony with diffusion parameters such as lifetime of an H2O molecule in a pseudo lattice site, diffusive step length and amplitude of thermal cloud, which follow from the model evaluations of the measured spectra of the quasielastic neutron scattering.
