I.-INTRODUCTION Les industries de réseaux européennes traversent actuellement une phase de réforme profonde : promouvoir la concurrence tout en maintenant le service universel. Or, le succès de la libéralisation des industries de réseaux et, en particulier, du marché postal, dépend de plusieurs facteurs : sur le plan économique, les critères de réussite de cette libéralisation sont par exemple un gain d'efficience statique et dynamique tant des entreprises impliquées que de l'industrie en général. Sur le plan social, ces critères sont notamment des prix à la consommation abordables et des services de qualité, ainsi qu'une large accessibilité aux services d'infrastructure concernés. Le succès de la libéralisation peut aussi dépendre d'un critère purement technique, qui joue toutefois un rôle mineur sur le marché postal : le maintien, voire le renforcement, de la solidité du système d'infrastructures dans son ensemble (1). La régulation joue un rôle important dans la mise en oeuvre de la libéralisation. Si les États sont intervenus sur les marchés et les ont régulés, c'était pour remédier aux échecs de ces
