Information technology governance (ITG) is recognized as a vital organizational ability to exploit opportunities for innovation and enhance organizational performance. However, the potential of ITG for public sector innovation and performance has not been fully grasped in Pakistani public sector organizations (PakPSOs). This study has presented an explanatory model to investigate the mediating effect of innovation in the relationship between ITG and organizational performance in PakPSOs. Partial least squares structural equation modeling (PLS-SEM)–based hierarchical component modeling approach has applied to analyze the model by taking sample data from 97 PakPSOs. The results revealed that ITG positively affected innovation and organizational performance. Innovation positively affected organizational performance. Innovation partially mediated the relationship between ITG and organizational performance. The study corroborates the strategic use of information technology (IT) to enhance innovation and organizational performance in this context. The study contributes to the existing knowledge base through a new theoretical model and promotes academic rigor. The results are also significant for the practice as they can help to achieve organizational performance in terms of operational efficiency, transparency in costs and results, planning and decision making, performance monitoring and control, and collaboration and synergy. The other countries operating in a similar environment can also take the benefit of this study.

Seksi Pengembangan Aplikasi dan Data (PAD) merupakan Sub Bagian Bidang E-Government DISKOMINFO Kabupaten Bogor yang memiliki tugas memantau kegiatan pengembangan sistem. Dalam pelaksanaannya seksi PAD memiliki permasalahan terkait kompetensi pegawai yang belum mencapai standar dalam pengembangan sistem (aplikasi) serta belum terlaksananya PERBUB No.11 Tahun 2015 tentang pelaksanaan dan pengembangan sistem. Oleh karena itu, peneliti melakukan evaluasi menggunakan framework COBIT 5 dan ISO/IEC 38500. Penelitian ini menggunakan Process Assessment Model (PAM) dengan skala Guttman untuk mengetahui hasil dan capability level. Fokus domain yang digunakan adalah EDM04 Ensure Resource Management dan MEA01 Monitor, Evaluate and Assess Performance and Conformance. Hasil dan capability level untuk kondisi saat ini (as is) adalah level 2 Managed Process dengan nilai 2,38. Sedangkan, untuk kondisi yang diharapkan (to be) berada pada level 3 Established Process dengan nilai 3,00 sehingga memiliki gap sebesar 0,62 yang kemudian dibuatkan rekomendasi perbaikan berdasarkan aktivitas yang dimiliki ISO/IEC 38500.

This study aims to build a conceptual framework for previous research. This research is related to High School Institutions (HSI) readiness and usability that provides Information Technology Governance Trust (ITGT). The findings based on the literature review provide the initial construction and subsequently become a model conceptual framework. The comparison results with previous research indicate an influence between readiness and usability to user trust when implementing Information Technology Governance (ITG.) in an institution. The impact was identified through past literature, namely assessing the relationship between the Readiness Domain and the Usability Domain towards ITG. By testing high school institutional users (HSI), a trust will be through testing to develop a framework model research.
