Abstract: Resumo O desafio desta pesquisa é responder quais elementos caracterizam os fatores contingenciais no setor público e como eles influenciam o desempenho socioeconômico municipal. As principais hipóteses testadas neste estudo analisam se os fatores contingenciais ambiente (contexto externo), tecnologia (processos), estrutura (investimentos) e porte (tamanho) têm influência sobre o desempenho socioeconômico dos governos locais.
