PurposeThis study aims to determine the influence of the role of hospital leaders, the COVID-19 budget and health service facilities at regional general hospitals (RSUDs) to Indonesia on hospital responses in overcoming the COVID-19 pandemic, moderated by hospital class level.Design/methodology/approachThis research was designed as quantitative research using partial least square-structural equation modeling (PLS-SEM) to test hypotheses.FindingsUsing a sample of 185 RSUDs, it was found that the role of hospital leaders, the COVID-19 budget and health service facilities in RSUDs had a positive and significant effect on the hospital's response to the COVID-19 pandemic. The findings show that the role of hospital leaders, in this case, the RSUD director, is essential in improving health services during the COVID-19 pandemic. The COVID-19 budget and health service facilities at RSUD can run effectively during the COVID-19 pandemic if the RSUD director issues appropriate policies during the COVID-19 pandemic crisis.Originality/valueThis study is the first to determine the influence of hospital leaders, the health budget for COVID-19 and hospital health service facilities simultaneously on the hospital's response to the COVID-19 pandemic. This study also provides empirical evidence regarding the idea of stewardship theory, which suggests the role of leaders in supervising organizations to achieve organizational goals effectively in times of crisis.

Coronavirus Disease 2019 (COVID-19) merupakan jenis penyakit menular baru yang sampai saat ini masih ditetapkan sebagai pandemi. Berbagai studi menyebutkan risiko kematian COVID-19 lebih tinggi pada kelompok lanjut usia terutama dengan riwayat penyakit penyerta. Ketersediaan rumah sakit dan laboratorium pemeriksa COVID-19 yang tidak adekuat juga dapat memberikan pengaruh terhadap tingginya angka kematian COVID-19. Studi ini bertujuan untuk membandingkan tingkat kematian COVID-19 di wilayah Indonesia dengan mengontrol variabel usia serta didukung dengan analisis ketersediaan rumah sakit dan laboratorium pemeriksa COVID-19. Penelitian ini menggunakan desain studi potong lintang (cross sectional) dengan data sekunder laporan COVID-19 nasional di Kementerian Kesehatan periode Maret 2020 – Mei 2021. Analisis dilakukan dengan metode standardisasi langsung terhadap variabel usia sehingga dihasilkan nilai Age Standardized Mortality Rate (ASMR). Hasil penelitian menunjukkan bahwa kematian COVID-19 di Indonesia tertinggi yaitu pada kelompok lanjut usia (>65 tahun). Setelah dilakukan standardidasi, pulau Jawa (3,82 per 100 kasus) dan pulau Sumatera (3,76 per 100 kasus) menjadi wilayah dengan rate kematian tertinggi. Berdasarkan provinsi, rate kematian tertinggi yaitu provinsi Sumatera Selatan (6,14 per 100 kasus), Jawa Timur (5,93 per 100 kasus) dan Aceh (5,59 per 100 kasus). Ketersediaan rumah sakit berbanding terbalik dengan jumlah kematian COVID-19 yang dilaporkan. Sedangkan, ketersediaan laboratorium pemeriksa COVID-19 berbanding linier dengan jumlah kasus konfirmasi COVID-19 yang dilaporkan. Ketersediaan rumah sakit dan laboratorium pemeriksa COVID-19 harus didukung dengan sarana penunjang operasional. Penelitian ini menjadi penting terutama bagi pemerintah baik pusat maupun daerah untuk menentukan prioritas kelompok intervensi serta mendukung upaya percepatan penanggulangan pandemi COVID-19.

Covid-19 is categorized as a non-natural disaster. At the Undata Palu Regional General Hospital (RSUD), there are still problems related to PAPS (Going Home On Own Request), so this needs serious attention from the hospital. The purpose of this study was to determine the relationship of service quality from the aspect of physical evidence (tangibles), responsiveness (responsiveness), reliability (reliability), assurance (assurance), and empathy (empathy) with the desire to go home on their request (PAPS) patients during the period the covid-19 pandemic in the inpatient unit of Undata Hospital Palu. This type of research was an analytic survey with a cross-sectional approach. The sample in this study was all inpatients at Undata Hospital Palu, totaling 96 people, with an accidental sampling technique. The data were collected and analyzed using computer-based software in univariate and bivariate ways. The results showed that there was a relationship between service quality from the aspect of physical evidence (tangibles) (p=0.002), responsiveness (p=0.049), reliability (p=0.001), assurance (p=0.005), and empathy (p = 0.018) with the desire to go home on own request (PAPS) of patients during the covid-19 pandemic in the inpatient unit of Undata Hospital Palu. It is hoped that the Undata Palu Regional General Hospital can improve the quality of service and reduce patients who go home at their own request by improving better service standards, which are, of course, following Islamic values to serve others.
