Purpose This study aims to analyse in the health access of Indonesian illegal migrant workers in Malaysia, during which time they were not covered by Indonesia’s national social health insurance. Design/methodology/approach This study adopted a sociolegal approach, the research approach is conducted to understand the effect of a law, policy and regulation on access to health-care access among Indonesian migrant workers working illegally in Malaysia. This research involved 110 respondents who work illegally in Malaysia. The research explored the perceptions of respondents concerning to health access services of illegal migrant workers. Findings The study demonstrated the weakness of provisions intended to guarantee the health access to health care of migrant workers from Indonesia illegally working in Malaysia. A decline in health status was observed, but it was not significant. Bilateral cooperation between Indonesia and Malaysia is necessary to provide a framework for Indonesia providing health care to its citizens working in Malaysia, regardless of their legal status. Originality/value This paper concerns on the Indonesia illegal migrant workers experiencing illness and the access to the health service in Malaysia, and also the implementation of international regulation to protect Indonesian illegal migrant workers in Malaysia under ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers.

The relocation of Indonesia's new capital to Kota Nusantara (East Kalimantan) is a game changer. It creates a spill-over of the prosper thy neighbour policy upon the existing West Kalimantan-Malaysia Sarawak border for the first Japanese Big Eon in Kuching (Malaysia's Sarawak) and potential Halal Wagyu beef market in Pontianak (Indonesia's West Kalimantan). Both countries should seize this golden opportunity to revisit their respective Look East Policy (LEP) with Japan and integrate Japan's advantages in quality assurance to overcome different regulatory Halal practices. After all, sustaining the Halal economy is no longer determined by the growing Muslim population alone but a shared knowledge and mutual policy lessons on Halal regulations and quality assurance. While both countries are essential players in the global halal hub and shared trade borders, there needs to be more harmonisation between Kalimantan-Sarawak's cross-border halal framework. With the Indonesian decision to relocate to a new capital, Kota Nusantara (located in East Kalimantan), there is a severe immediate need to bring LEP's benefits and profile the existing business ecosystem in Kuching (the capital of Sarawak) and Pontianak (capital of West Kalimantan).

Migrants’ access and effective utilisation of settlement services depend on their level of settlement service literacy (SSL). However, SSL is multi-dimensional in nature and has many facets that are influenced by demographic and migration-related factors. Identifying factors that drive various components of SSL, and thus allowing for more focused development of specific dimensions, is critical. The aim of this study was to examine the relationship between components of SSL and migration-related and migrants’ demographic factors. Using a snowball sampling approach, trained multilingual research assistants collected data on 653 participants. Data were collected using face-to-face or online (phone and via video platforms such as Zoom and Skype) surveys. Our findings suggest that demographic and migration-related factors explained 32% of the variance in overall SSL; and 17%, 23%, 44%, 8%, 10% of the variance in knowledge, empowerment, competence, community influence, and political components of SSL respectively. SSL was positively associated with pre-migration and post-migration educational attainment, being employed in Australia, being a refugee, coming from the sub-Saharan region but negatively associated with age and coming from the East Asia and Pacific region. Across SSL dimensions, post-migration education was the only factor positively associated with the overall SSL and all SSL dimensions (except the political dimension). Employment status in Australia was also positively associated with competency and empowerment, but not other dimensions. Affiliating with a religion other than Christianity or Islam was negatively associated with knowledge and empowerment whilst being a refugee was positively associated with knowledge. Age was negatively associated with the empowerment and competency dimensions. The study provides evidence of the importance of some pre- and post-migration factors that can assist in developing targeted initiatives to enhance migrants’ SSL. Identifying factors that drive various components of SSL will allow for more focused development of specific dimensions and therefore is critical.
