Disaster: The Cases of Typhoon Bolaven-Tembin and Sewol

This study investigates the impact of the 2012 typhoon on household consumption expenditures in South Korea using a difference-indifferences model. We analyzed the changes in household consumption expenditures based on the extent and severity of disaster damage. Additionally, how these impacts vary depending on the employment status of the household head and the household’s income quartile was explored. The findings indicate that households experiencing disaster damage tend to reduce their consumption expenditures compared to unaffected households. Notably, households in the lowest income quintile and those with heads engaged in temporary or self-employment experience more significant declines. These research findings provide valuable insights for shaping future policies aimed at supporting household recovery and effectively directing post-disaster assistance resources.

Economic Analysis and Evaluation of Disaster Prevention Projects in Consideration of Indirect Benefits

In order to derive accurate investment priority results for current disaster prevention projects, it is necessary to introduce a methodology that has improved upon the existing economic evaluation model. In this study, we used the Korean damage and loss function, which was newly developed in an R&D project of the Ministry of the Interior and Safety (MOIS). In the case of indirect benefit calculations, indirect benefit items that can be calculated for cost value were selected and developed to be applicable at the district level.

Simplified Estimation of Indirect Economic Damages from Storm and Flood Disaster Using Input-Output Analysis

The purpose of this study is to develop a simplified technique to estimate Indirect Economic Damages (IEDs) from storm and flood disasters. An Economic Loss Coefficient (ELC) from each industry is calculated using input-output analysis. Through applying ELCs to the industry sectors directly affected by disasters from 2010 to 2015, the costs of IED per year is computed. Results show that the average cost of IED is 2.16 times larger than direct damages, nearly 0.1% of Korea's GDP. Moreover, IED quantity is significantly different depending on the type of disaster and the type of damaged industry. If central and local governments conducted more precise examinations of direct damages by industry, more credible indirect damages could be calculated.
