Abstract:This study investigates the participation of indigenous communities in conservation and tourism development projects, specifically focusing on the native people of Sabah, Malaysia. Using the motivation, opportunity, and ability model, we conceptualize a framework for understanding the factors that influence the participation choices of this community. The results suggest that knowledge and awareness (ability) and the perceived environmental and economic impacts of tourism (motivation) have positive effects on … Show more
“…The most remarkable finding of this study is the refutation of the second sub-hypothesis, which means that residents' participation is not influenced by the opportunities factors. This finding is consistent with the findings of Latip et al (2018). This finding means that the tested factors such as legislative and administrative facilitations, the communication channels, economical incentives, NGOs' support and confidence in building professionals, which are supposed to be available to residents of the old city of Constantine, do not affect their engagement to the built heritage rehabilitation.…”

PurposeIt has been widely recognised that the participation of residents is a significant issue in contemporary urban heritage conservation. However, studies confirm that the reasons behind residents' engagement are still difficult to assess, particularly in emerging countries. This paper aims to evaluate the factors that incite or prevent residents from participating in built heritage rehabilitation in the old city of Constantine, by applying the motivation-opportunity-ability (MOA) model.Design/methodology/approachA questionnaire-based survey was used to collect information from the residents. The collected data were then analysed using the structural equation model (SEM).FindingsThe findings show that the most significant factors affecting residents' participation were related to their motivations and abilities. Interestingly, factors related to the opportunities did not influence participation. Thus, autonomous rehabilitation according to the residents' motivation and abilities is more likely to be adopted.Research limitations/implicationsThese findings are limited to the selected sample, and some variables have been eliminated through the SEM analysis.Originality/valueHowever, as a first attempt to study residents' participation in built heritage rehabilitation in Constantine, the paper proposes a different perspective for assessing participation by considering its means and ends simultaneously. The paper also provides guidance to local decision-makers to improve the legal framework by implementing factors that encourage residents' involvement in sustainable heritage management.

“…According to Latip et al (2018), tourism has positive impacts on indigenous communities, including poverty reduction. In the context of indigenous participation in the tourism industry, the impact is of mutual benefit, creating desirable tourism experiences for international markets (Rasoolimanesh and Jaafar, 2016;Latip et al, 2018). However, as much as tourism development's impact has been widely investigated, the literature suggests that its impact depends on local conditions.…”

This study explores the involvement of Malaysian indigenous peoples (Orang Asli) at both the individual and community level to analyse the impact of tourism development on the economic and socio-cultural aspects of their communities. The study was conducted at two tourism sites, Bukit Tadom and Cameron Highlands. Semi-structured interviews were conducted with 14 participants from the Orang Asli community and Orang Asli employees and management at the sites. Data were thematically analysed. Orang Asli communities recognised the opportunities that tourism development brings to their social and economic conditions, although it is not wholly beneficial. They also want to be actively involved in tourism planning. The study contributes to the development of indigenous peoples, especially in Malaysia, promoting a new perspective on long-term tourism development. It also highlights several
