The article investigates some aspects of solving the problem of constructing mathematical models for optimizing the parameters of local laser action on multilayer microbiological systems. The constraints on the desired laser parameters and on the temperature field in the material subject to laser fission are set. Verification of compliance with the restrictions on not exceeding the maximum value of the temperature field requires multiple calculations of the corresponding temperature field in the microbiological material. Control over the temperature field limits ensures the viability of its parts during the biotechnological process of laser fission. To construct adequate optimization mathematical models, the author substantiates the adequacy of the computational mathematical models describing the state of a microbiological system under the action of laser radiation sources. A multi-point boundary value problem with a system of inhomogeneous differential heat conduction equations for a multilayer microbiological medium is investigated and the correctness of this problem is substantiated for minor perturbations of the right-hand side of the differential equation. The results obtained in the article guarantee the adequacy of applied optimization mathematical models for finding rational values of technical parameters of laser emitters. In order to improve the accuracy of optimization of the technical parameters of laser emitters, the article presents a mathematical modeling of the preparatory stage of embryo defrosting. The presented mathematical models and methods of their implementation are necessary to improve the quality of embryo defrosting. Improvement of the methodology for solving applied biotechnological problems will certainly lead to the complication of mathematical models, but it will increase the accuracy of calculation and optimization of technical parameters of the biotechnological process of laser embryo division.

This paper proposes an improved method for diagnosing errors of computer devices, which process economic data in computer systems, by increasing efficiency. The object of research is the processes of control and diagnosis of data errors, in the class of residuals (CR). The improved method of diagnosing economic data represented in the non-positional system of calculation in CR is based on the application of orthogonal bases of partial sets of bases. The use of these bases makes it possible to organize the process of parallel processing of the projections of the output number of the non-positional code structure. This makes it possible to increase the efficiency of data diagnostics by n times, depending on the length of the bit grid of computer systems. For a single-byte computer system, the efficiency of data diagnosis increases by 1.2 times compared to the existing method based on the zeroing principle. At the same time, the effectiveness of operational control and diagnostics systems for data processing in CR with the growth of bit grids has been proven. Based on the results, it is shown that, unlike the correction codes used in the positional counting system, the arithmetic codes in CR have additional correction capabilities. An example of a specific implementation of the process of applying operational control and diagnosing errors in the processing of economic data presented in CR is given. The improved diagnostic method will make it possible (in comparison with existing diagnostic methods) to reduce the time, which increases the efficiency of the diagnostic procedure of data operating in CR. The results give grounds for asserting that, based on the improved method and the developed algorithm for the implementation of data diagnostics, it is possible to synthesize a device for reliable and operational control and diagnostics of economic data operating in CR

Changes in the Structure of Tax Revenues of Russian Regions

The purpose of the study is to justify the use of the invariance property of the index method to study the change in the structure of tax revenues of Russian regions in the period from 2017 to 2021. The object of the study is eighty-five regions of the Russian Federation, and the subject is their financial and economic activities. Data from Rosstat and the Russian Federation’s FTS were used for the analysis. To date, the index method is actively used in the conduct of economic analysis at the macro- and meso-levels. The novelty of the study is that only the authors of the article on the basis of indices monitor the state of activity of the regions of the country, based on their tax revenues. The quantitative analysis is implemented using the statistical processing and data visualization functions of the R programming language. The intersubjective comparison was done to identify areas that require financial and economic transformation to improve the activities of the country’s regions. The comparison is made not only for one time, but also in dynamics. The results of the statistical analysis showed that the proposed tax income effectiveness index is an invariant indicator, independent of time and changes in the amount of tax income. It follows from the stationarity of the considered feature that the index values for 2017–2021 can be combined into a single homogeneous statistical aggregate. It was concluded that the index of effectiveness could be used as a grouping feature for the classification of Federation entities. The methodology developed can allow to intensify the socio-economic growth of the regions, indicating points requiring changes. In this regard, the results of the analysis can be useful to: the Ministry of Finance of the Russian Federation and the Federal Tax Service of the Russian Federation for the development of financial and tax policy; the Ministry of Economic Development and administrations of the subjects of the Russian Federation, indicating the economic zones of regions that need to be improved; to representatives of the business community when conducting economic analysis of regions.
