While developed nations have established policy frameworks for dealing with various macroeconomic shocks, developing countries respond to the influx of COVID-19 on heterogeneous scales, borne out of varying institutional bottlenecks. These inadequate transport facilities are not diversified enough to deal with an impending public health crisis. With the growing divergence in public transport management procedures and societal responses and willingness to adjust to a "new normal" transport procedures in time of COVID-19 and post-pandemic, it becomes expedient to learn evidence-based policy responses to transport service delivery. Qualitative data from semi-structured interviews with commuters and operators were thematically analysed to understand the impact of COVID-19 on transportation in Lagos Nigeria. The analysis revealed that increased cost of transportation, financial sustainability, changes in travel needs and loss of revenue were the significant impacts of the pandemic. This study contributes such that transport stakeholders can better understand how to navigate their transportation needs at this time of global uncertainty. The understanding of these impacts advances policy recommendations that are most inclined to the development objectives of developing nations in the time of COVID-19 and beyond. The limitations and suggestions for further research were discussed.

The COVID-19 pandemic demands a policy from the Regional Government to prevent the spread of the virus inits region. The policies imposed by the Surabaya Government affect individual activity patterns and the existingtransportation system. This study is a literature review regarding the response of Suroboyo Bus as one of thepublic transportation in the City of Surabaya to stimuli in the form of the COVID-19 pandemic. Suroboyo Busexperienced a decrease in users of almost 70% in April 2020 compared to January 2020. The cleanliness ofSuroboyo Bus is maintained by spraying disinfectants at the terminals, bus units and bus stops. Officers enforcechecking the temperature of passengers, giving handsanitizers, and mandatory use of masks. During thepandemic, Suroboyo Bus launched a membership feature with the application of a QR code scan thataccommodates e-ticketing and offers travel points prizes that can be exchanged for coupons at souvenir center ofSmall and Medium Enterprises (UMKM) Surabaya The implementation of responses in the field is still not inaccordance with the information conveyed on Instagram Suroboyo Bus. Innovation by utilizing the GoBisapplication technology that accompanies Suroboyo Bus needs to be adjusted to the main needs of the communityduring the COVID-19 pandemic. Evaluation research on the effectiveness of the overall response that has beenoperationalized needs to be carried out, so that Suroboyo Bus can continue to adjust itself to develop theresilience of the public transportation system.

Dialectics, or developmental transformation, would eventually cause any system to change. The level and depth of these changes vary and depend on the power of external influence and system reservation mechanisms. The art of managing system processes consists of two main aspects. The first aspect involves the sagacity of managers and predicting general environmental change trends (and their impacts on the managed system). The second involves adjusting to these trends, maximizing possible benefits, and minimizing the negative manifestations of this process. Innovation plays an important role, contributing to system transformations with maximal effect and minimal loss. Public transport systems are important elements in cities, as they provide spatial mobility for at least half of the citizens of a city who cannot use individual transportation. Modern urbanization and peculiarities of the social–economic statuses of many citizens contribute to the fact that organized public transportation is unprofitable. The low solvency of citizens who use public transportation services means that passenger transport systems do not work with enough profitability. As a result, governing institutions often choose to subsidize unprofitable transporter activities, thereby prolonging the functioning of unprofitable routes. This is possible only in conditions of sustainability (in regards to a non-optimal system), when the environment is calm, and its negative impact is low. “Black swans” (according to N. Taleb) are bifurcation factors that break the sustainability of non-optimal system. Urban public transport (UPT) of a large Russian city, Tyumen, experienced it in 2020, in connection with the COVID-19 lockdown. The sharp decrease in population mobility in Tyumen, in 2020–2021, caused the need for a complete transformation of the transport service system. However, managers did not want to fundamentally change a system that consensually suited most counterparties. The search for new balances in a system that demands transformation is one way for sustainable provision. This article looks at the transformation and sustainability of a UPT system in the large Russian city of Tyumen, under conditions affected by the negative impact of COVID-19. Results of a comparative (i.e., pre-crisis (2019) and crisis (2020)) Pareto analysis of the contributions of different UPT routes are presented. Transformation of the structure of the UPT route system can overcome the “crisis” COVID-19 period and minimize its financial-economic costs.
