Improving resource mobilisation for global health R&D: a role for coordination platforms?

Abstract: Achieving many of the health targets in the Sustainable Development Goals will not be possible without increased financing for global health research and development (R&D). Yet financing for neglected disease product development fell from 2009-2015, with the exception of a one-time injection of Ebola funding. An important cause of the global health R&D funding gap is lack of coordination across R&D initiatives. In particular, existing initiatives lack robust priority-setting processes and transpare… Show more

“…Scarcity of funding for research is a key constraint to needed implementation research for NCDs. While there are proposals for coordinating and increasing global support, it is unrealistic to expect this to meet the scale of needed research without a substantial increase in countries’ investment in research [ 255 ]. Such an investment is likely to pay off in better health and higher quality, more efficient service delivery [ 256 ].…”

“…While global coordination and support are highly valued, it is unrealistic to expect the high scale of the research without substantial countries' investment in research. 46 Resource scarcity for research is a key constraint to expand implementation research. To make the best use of the available resources, in-country implementation research needs to strive for generalizability and move to hybrid designs.…”

“…Countries that have the greatest burdens of neglected diseases, for example, have had little input. Instead, priorities are largely funded and decided by high-income country donors 8 . Furthermore, priority-setting requires 'gap analyses' of existing technologies and ongoing R&D. Such information, often opaque and fragmented, requires significant resources to gather and interpret.…”
