The competition in the world has shifted from natural resources and capital resources to human resources. The human resources have become the real power source of the economic growth. Firstly, the price of human resources in China is calculated. Secondly, in order to measure the human resources quality adjustment index, the indicators system is constructed. Third, the Hedonic method is used to calculate the human resources "pure price" of 31 provinces (autonomous regions and municipalities directly under the Central Government) in China. The "pure price" has no the factor of human resources quality. Lastly, comparing the price of human resources before and after quality adjustment. The results show that: first, the number of human resources in China increased continuously during 1995–2015 and decreased during 2016–2020. Second, the price of nominal human resources in China keeps rising. In 2020, the nominal price is 39,087 yuan per person which is 15.44 times as many as in 1995. Thirdly, after the quality adjustment, the price of human resources has decreased significantly. The multiple between the actual and nominal price of human resources is between 1.75 and 2.12. Fourthly, the province with high human resource quality adjustment index generally have high quality human resource level or quantity. Fifth, the top five provinces of actual human resource prices are Shanghai, Beijing, Guangdong, Tianjin, Zhejiang, the bottom five provinces are Guizhou, Yunnan, Henan, Xizang, Gansu. Finally, the paper puts forward some policy recommendations: Improving the data collection mechanism of human resources accounting to provide a basic guarantee for the accurate accounting of human resources. Improving the price of human resources in the central and western regions to attract the talents to transfer to the central and western regions. Enhancing the skills training of human resources to improve the quality of human resources in the western region.

This study aims to analyze the influence of innovation, competitiveness, and business ecosystem variables on strengthening the local economy. The development of small businesses as the basis of the people's economy is one of the strategic steps that need to be followed up with concrete steps to increase family productivity, improve the economy, and overcome the problems of poverty, and unemployment. Community business is one of the strengthening of the local economy. This research is field research with qualitative and quantitative approaches to provide a comprehensive explanation. The research sample was MSME business actors in Sukajadi Village, Muaraenim Regency using the purposive sampling method. Data collection techniques are used through surveys, documentation, and questionnaires using Likert scales to assess instruments. Multiple linear regression equations were utilized for the analysis of the data. The results showed that the variables of innovation, competitiveness, and business ecosystem partially or simultaneously affect the strengthening of the local economy. The independent variable affected the dependent variable by 51.2% while the remaining 48.8% was influenced by other variables not described in this study. Innovation, competitiveness, and business ecosystems play a crucial role in strengthening the local economy. These factors are interconnected and have a positive impact simultaneously and reinforce each other. By working together, innovation, competitiveness, and business ecosystems can create a strong sustainable, and inclusive local economic environment at the local level. This not only benefits local businesses but also for communities to become more resilient and able to access more opportunities. This condition supports the improvement of the welfare and quality of life of the community as a whole.
The purpose of this study was to analyze the character development of students through the use of the Puppet Sukuraga application. It can be seen that, during the Covid-19 pandemic, fulfilling the affective dimension tended to be ignored by teachers, who instead emphasized the cognitive dimension. In the affective dimension, Puppet Sukuraga is used as a character education tool in the form of applications that can develop students' character. This puppet can also be used on mobile phones by students who understand the Sukuraga wayang in depth. This study uses a mix-method conducted in one of the elementary schools in Indonesia that already uses the Puppet Sukuraga application. The number of participants in this study were two 10 teachers and 60 students in the second grade, so that overall, there were 60 participants. Data is provided in the form of a detailed description of the subject's activities from the subject's perspective through interviews and group discussion forums. Online survey for the descriptive statistical analysis was used and in-depth interviews were also used for teachers and students. It was conducted 45 min before and after learning in class. The results of the study show that the use of the Puppet Sukuraga application can develop students' character, particularly characteristics of tolerance and responsibility. Students' tolerance is more developed, and it can be seen from the attitude of respect for differences in religion, ethnicity, habits, and differences of opinions. The characteristic of responsibility is also more developed, such as being responsible for their duties in doing homework, being responsible for carrying out the teacher's orders, and being responsible for carrying out useful activities. This research has implications for elementary school teachers in Indonesia during the limited online and face-to-face learning period. It can be concluded that the cultural values on the Sukuraga Puppet Application can help teachers in schools teach students about character enhancement.
